Job summary
The Cluster System Coordination Centre (SCC) Senior Manager provides operational leadership for the SCC across Coventry and Warwickshire and Herefordshire and Worcestershire Integrated Care Boards (ICB).
The post holder will oversee the day-to-day operations of the SCC and ensure effective coordination across acute, community, primary care, mental health and social care services across the cluster.
The role supports the urgent, emergency and critical care system in driving operational balance, shared risk and guide transformation to improve performance and patient outcomes across the system.
Please note that this role requires onsite working, with a minimum expectation of three days per week, working towards four days per week, dependent on system pressures and operational requirements. There will also be an expectation to work across all sites within the cluster as required to support operational delivery.

Main duties of the job
In this role, you will provide senior operational leadership within the SCC, ensuring that system pressures and risks are escalated appropriately. You will work with system partners to support the management of capacity and demand, coordinate responses during periods of escalation, and ensure the right information is available to support effective decision making across the system.
You will support the delivery of transformation and improvement work linked to operational resilience and system flow, coordinating projects and task and finish groups across SCC workstreams. The role will involve attending and chairing meetings where required, ensuring agreed outputs are progressed, and providing reports and updates to relevant operational and transformational forums. You will also represent and advocate for projects at senior and executive levels where needed, ensuring project activity remains aligned with system priorities.
You will support planning activity linked to operational resilience, including winter planning and surge management, helping to coordinate system-wide plans and ensure they are delivered effectively. The role will involve maintaining oversight of system pressures and emerging risks, as well as developing and maintaining monitoring arrangements, including dashboards and reporting tools, to support effective planning and decision making.

ROLE SUMMARY
The Cluster System Coordination Centre (SCC) Senior Manager provides operational leadership for the SCC across Coventry and Warwickshire and Herefordshire and Worcestershire Integrated Care Boards.
The SCC provides system-wide operational coordination, situational awareness and escalation across health and care partners. The purpose of the function is to maintain safe system flow, coordinate responses to system pressures and incidents, and support the effective operation of tactical and strategic on-call arrangements.
The post holder will oversee the day-to-day operation of the SCC and ensure effective coordination across acute, community, primary care, mental health and social care services across the cluster.
The role will provide operational oversight of system pressures, coordinate responses to incidents and escalating operational challenges, and ensure timely escalation to tactical and strategic commanders when required.
The SCC Senior Manager will work closely with provider organisations, ambulance services, local authorities, and other partners to support whole system situational awareness and decision making.
The post holder will play a key role in supporting system resilience during periods of operational pressure, major incidents and emergency response situations.
KEY ACCOUTABILITIES
Principal Duties
The role supports the urgent, emergency and critical care system in driving operational balance, shared risk and guide transformation to improve performance and patient outcomes across the system.The role supports the business in driving transformation as well as value for money in planning, commissioning and service delivery.This role will involve chairing system escalation calls, providing recommendations and gaining assurance over actions to mitigate operational pressure.Lead and support the development of our system Operational Co-ordination Centre and bring experience and knowledge of aspects of operational resilience.The role is designed to deliver a consistent operational resilience response for the work programme, using a combination of subject matter expertise and technical skills.Provide accurate, proactive and high quality administrative support to the Operational Co-ordination Centre (OCC) team in a timely manner.
Operational
Provide operational leadership within the SCC.Ensure appropriate escalation of operational pressures and system risks.Support system partners in managing capacity and demand across the system.Coordinate system responses during periods of escalation.Ensure appropriate information is available to support decision making across the system.
Project Management

Planning and Organisation

General
The post holder will be required to work flexibly across the cluster to support delivery of operational resilience objectives. The post holder will be expected to work a minimum of three days per week on site, with an aim for four days per week. In addition, flexibility will be required to respond to system pressures and operational need, reflecting the dynamic nature of the role and variations in service demand.The post holder will be required to attend meetings and represent the organisation where appropriate.

Person Specification
Experience Essential
Extensive experience of working within Urgent and Emergency Care Systems and or System Flow Evidence of post qualifying and continuing professional development Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)
Desirable
Experience of working across organisational boundaries within an Integrated Care System. Experience of leading complex system transformation and service improvement.
Skills, Knowledge and Qualities Essential
Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential group Negotiate on difficult and controversial issues including performance and change. Should have an appreciation of the relationship between the Department of Health, NHS England and individual provider and commissioning organisations
Desirable
Knowledge of Emergency Preparedness, Resilience and Response (EPRR) and the national OPEL framework.
Qualifications Essential
Educated to masters level or equivalent level of experience of working at a senior level in Urgent and Emergency Care and or System Flow Member of relevant professional body (e.g. NMC, HPC)
Desirable
Postgraduate qualification in Leadership, Management or a relevant healthcare discipline. Leadership qualification or completion of a recognised NHS Leadership Programme.
