The Preconstruction Manager is responsible for guiding project development, managing design and estimating efforts, overseeing Guaranteed Maximum Price (GMP) development, and establishing the Progressive Design-Build, and other collaborative delivery projects.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Serve as the primary liaison between owners, designers, engineers, and internal construction teams throughout project development.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Lead partnering, value engineering, constructability, and risk management workshops.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Support project pursuits by participating in interviews, presentations, and owner engagement activities</li> <li style="font-family:arial;font-size:10.0pt;color:black">Manage engineering consultants and design teams throughout project development.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Ensure design progression aligns with project objectives, owner expectations, schedule, budget, constructability, and operational requirements.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Collaborate with operations, estimating, and engineering teams to develop practical construction solutions.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Identify and resolve design conflicts, constructability concerns, and scope gaps throughout project development.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Lead development of conceptual, schematic, design development, and final project estimates.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Establish project budgets, estimating assumptions, contingencies, and historical cost benchmarks.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Continuously reconcile project scope, design progression, schedule impacts, risk exposure, and cost forecasts.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Lead preparation and development of Guaranteed Maximum Price (GMP) proposals.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Oversee bid package development, procurement planning, subcontractor outreach, and market pricing activities.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Present estimates, cost models, budget updates, and GMP recommendations to owners and project stakeholders.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Lead commercial discussions and GMP negotiations to achieve alignment on scope, schedule, risk allocation, and pricing.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Validate project scope, budget, schedule, risk, and execution assumptions prior to project authorization.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Ensure a complete turnover of project information, estimates, assumptions, risks, procurement strategies, and execution plans to construction operations.</li> <li style="font-family:arial;font-size:10.0pt;color:black">Support continuous improvement of preconstruction processes, estimating standards, and collaborative delivery best ARE LOOKING FOR</b></H2> </div><div><ul> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Bachelor’s degree in Construction Management, Civil Engineering, Engineering, or a related field preferred.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Minimum of 10 years of experience in heavy civil construction, utility infrastructure, water/wastewater treatment, Design-Build, CMAR, Progressive Design-Build, or alternative delivery projects required.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Experience managing project development, estimating, design coordination, procurement, and collaborative delivery processes required.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Experience developing, presenting, and negotiating Guaranteed Maximum Price (GMP) proposals preferred.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Professional Engineer (PE), DBIA, CCM, PMP, or other relevant industry certifications preferred.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Strong knowledge of Design-Build, CMAR, Progressive Design-Build, and collaborative project delivery methods.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Extensive understanding of heavy civil, utility, and water/wastewater construction practices.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Advanced knowledge of estimating principles, budgeting, scheduling, procurement, and cost management.</span></li> <li style="margin-top:0.0;margin-bottom:0.0;vertical-align:middle;color:black"><span style="font-family:arial;font-size:10.0pt">Ability to develop and negotiate Guaranteed Maximum Price (GMP) proposals.</span></li> <li
