About this role

Job summary

This is an exciting opportunity for an experienced and motivated leader to undertake a12-month fixed-term contract or secondmentas a Clinical Manager within West Essex Community Mental Health Services.

The post holder will play a key leadership role in supporting service transformation and the continued development of integrated community mental health services across West Essex Primary Care Networks (PCNs). Working closely with senior leaders, clinicians, partner agencies, service users and carers, the Clinical Manager will provide professional,operationaland clinical leadership to multidisciplinary teams, ensuring the delivery of safe, effective,compassionateand high-quality care.

The post holder willbe responsible forleading the day-to-day clinical and operational management of community mental health services, ensuring delivery against performance standards, qualityobjectives, workforcerequirementsand financial targets. Responsibilities will include operational leadership, service improvement, workforce planning, clinical governance, budget management and the delivery of key Trust and system priorities.

Main duties of the job

Deliver the service modelfor theWest Essex Health and Care partnership integratedPCN Neighbourhood model.

Responsible for the overall delivery of a range ofevidence basedinterventions

toservice users based onidentifiedneedsutilising agreed patient reported outcome measure tools.

Ensure service users are seenin a timely mannerby the right person, at the right time, in the right location.

Implement a team approach to case management where practitioners are not isolated in decision making andhave the ability toaccess a range ofexpertiseto inform decision making.

Work collaboratively with Consultant Psychiatristsand Senior Clinicians within the West Essex care unit.

To takeresponsibility forsupervising and managing clinical activity andcasework

Work with clinical staff to best deliver access, activity,financeand quality targets.

Work with Operational Service Manager toassistin delivery of cost improvement through service improvement and cost releasing savings.

Work with the Trust Governance Team to ensure robust systems and programmes areestablishedwithin the team tomonitorand deliver high quality clinically effective services

Develop robust interagency relationships with key stakeholders and other outside agencies supporting the development of the integrated care pathways and locality working.

Ensure the efficient and effective operation of the service, managing budgets, matching resources to need, and coping flexibly with workload pressures.

Work collaboratively with theWest Essex care unit corporate support services toestablishand manage operational systems which highlight early warning of deviation from financial / activitytargets, andinitiate corrective action.

Responsible for the setting of quality standards within the services and the design processes to support them.

Work with the Trust Governance Team to ensure robust systems and programmes areestablishedwithin the team tomonitorand deliver high quality clinically effective services.

Person Specification

Experience Essential

RMN/AHP or equivalent 2-3 years and band 7 Driving and access to a car

Desirable

Masters or degree level Willingness to develop integrated leadership skills

Employee management Essential

Experience in sickness management or capability support

experience or willingness to develop management skills in employee management
