About this role

Job summary

This role is a senior member of the team with professional accountability for estate mechanical infrastructure. The post holder will support operational teams in developing the estate using ERIC/PAM data, national policy standards, HTM/HBN guidance and industry best practice.

The role exists to safeguard patient and staff wellbeing by overseeing statutory compliance, risk management and technical standards across all mechanical assets, including:

Heating, ventilation and air conditioning (HVAC) systems Medical gas pipeline systems (MGPS) Steam and pressure systems Water systems (domestic, ventilation and hygiene-critical systems) Building management systems (BMS - mechanical interfaces) Pressure vessels and boiler plant Chillers, air handling units, and ventilation plant Lifts (mechanical aspects) Plumbing and drainage systems The post holder will act as a senior technical authority, supporting Heads of Service in delivering a robust estates compliance framework, driving continuous improvement and contributing to sustainability, energy efficiency and system resilience. The post holder will demonstrate inclusive, compassionate and anti-racist leadership aligned to NHS leadership frameworks.

Main duties of the job

Lead the mechanical infrastructure stewardship of the estate, ensuring it is legally compliant, safe and with appropriate levels of resilience Drive a safety culture with the team and with all suppliers to ensure the delivery of a safe, healthy and secure environment for patients, staff and visitors Lead a team of professional, technical, trade staff and a range of service and specialist contractors Ensure compliance with all HTMs, HBNs, SFG20, British Standards, ERIC, PAM and statutory health & safety requirements, including testing programmes and Trust duties relating to infection control, safeguarding, equality, and information governance Leadership Standards (Aligned to NHS Management and Leadership Framework) - Lead with compassion, integrity and accountability, making clear, fair and timely decisions and taking responsibility for outcomes Create psychologically safe, inclusive teams where people are treated with dignity and respect, concerns are listened to, and discriminatory behaviour is challenged

Person Specification

Qualifications/ Education Essential

Education to first degree level or equivalent demonstrable experience, in an electrical engineering discipline alongside additional in-depth professional electrical systems training and specialist knowledge. Chartered Engineer (CEng) Authorised Person/ Responsible Person training/qualifications.

Desirable

H&S qualification, NEBOSH Diploma / IOSH. CPD in all of the technical areas within the post holder's span of control

Professionals/ Statutory Registration Essential

No statutory professional registration is specified unless explicitly required for a local appointment, authorisation or designated responsible person duty. Role-specific appointments must be supported by appropriate competence, training and formal Trust authorisation / governance arrangements

Previous experience Essential

Extensive, successful track record of senior electrical engineering role/s within an Estates, Facilities, infrastructure or equivalent complex operational environment. Experience of organisation-wide policy development, interpreting legislative and other requirements. Detailed understanding of the engineering requirements within a complex NHS environment. Experience of leading complex services in the NHS or an equivalent regulated environment, with evidence of service improvement, compliance and stakeholder partnership working.

Knowledge Essential

Excellent understanding and specialist knowledge of NHS HTN / HBN requirements. Highly developed communication skills, with ability to communicate highly complex information where exceptional influencing skills are required. Highly developed leadership skills with the ability to enthuse, motivate and involve individuals and teams, and have them understand the Trust-wide and local performance expectations. Ability to explain technical standards and risks clearly to a wide range of stakeholders, using plain English where possible and defining specialist acronyms on first use.

Skills & Abilities Essential

Extensive track record of effective partnership working with internal and external stakeholders. Intellectual flexibility with the ability to cut through ambiguity and complexity and to shape and implement a vision that looks beyond existing structures, ways of working, boundaries and organisations to produce more effective and innovative service delivery models. Independent self-starter, able to work with a very high level of autonomy. Proven strong written communication skills, in particular for complex drafting, and ability to produce & present effective business cases Effective listening skills and the ability to build excellent interpersonal relationships Demonstrable inclusive, anti-racist and compassionate leadership skills, including creating psychologically safe teams, challenging discriminatory behaviour, and using data and feedback to improve fairness and belonging.
