Job SummaryThe Program Analyst is aligned under the Managerial Cost Accounting (MCA) Site Manager for the site(s) either in Vancouver, WA or Rosburg, OR. Applicant will be a member of the MCA Site team responsible for the maintenance of Decision Support System (DSS) database for the site(s). MCA is an executive information program that directly impacts patient management by providing data on patterns of care and patient outcomes to VA clinical and administrative managers.

QualificationsTo qualify for this position, applicants must meet time-in-grade requirements and specialized experience within 30 days of the closing date of this announcement, 07/23/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements within 30 days of the closing date of this announcement. For the GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Preferred Experience: At least one year experience in Managerial Cost Accounting. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience would typically include, but are not limited to: communicate information clearly, both orally and in writing; demonstrate knowledge of the Managerial Cost Accounting (MCA) Software package; maintain and merge data into MCA; perform monthly processing steps in various subsystems of MCA; process reports using software packages; operate a personal computer to input data into the MCA system; utilize accounting, budgeting, and statistical principles and techniques to study and evaluate information gathered, making sound judgments and conclusions based on the recommendations. Knowledge of Microsoft Excel, Word, Outlook, Power Point, Internet Explorer, Microsoft Access, and Windows. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M. (Transcripts Required). OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond some specialized experience equivalent to the GS-9 grade level but less than one year, and I have more than one year, but less than two years of education beyond a master's degree. Major DutiesMajor duties include, but are not limited to: Ensure the VISN and its facilities are in full compliance with VHA and VA policy and regulatory requirements in all financial, managerial cost accounting, and utilization activities. Identify system inconsistencies and recommend solutions related to all aspects of the cost accounting program across multiple hospitals. Perform in-depth financial and clinical reporting that allows for innovation at individual Network sites as well as between Networks. Plan and implement a coordinated organizational approach to strategic planning utilizing DSS, HSS, and other analytical staff. Implements initiatives to assess goal achievements and cost benefits. Ensure standardized practices are utilized Network-wide in the administration functions of workload capture, cost allocation, RVUs, and labor mapping. Apply analytical, clinical knowledge, developmental and advisory skills toward recommending improvements in managerial policy, procedure and structure. Evaluate clinical and financial data across all levels of the network, with emphasis in financial and workload analyses (patient utilization). Use Office software to analyze large sets of data. Foster a corporate culture & public service, accountability and excellence. Consulting with all organizational levels in a hospital and other interested constituencies regarding both strategic and operational activities. Assist coworkers, task groups, and hospital administration in the decision-making process through problem analysis, needs assessment, and strategy development. Motivate a diverse group of top-quality professionals and administrative employees.
