TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Demonstrated experience developing and executing economic and technical analyses, reports and outreach, associated with the wholesale and interstate energy markets and infrastructure under FERC jurisdiction. TQ 2: Demonstrated experience leading major public-facing initiatives with multiple stakeholders--such as technical conferences, public reports, or Congressionally-mandated studies--using knowledge of FERC-jurisdictional markets and services and FERC statutes, regulations and precedent. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Major DutiesThe Federal Energy Regulatory Commission (FERC) is looking for an experienced senior level executive to serve as theDeputy Director, Office of Technical Reporting and Economics. The Deputy Director, reporting directly to the Director, Office of Technical Reporting and Economics, supports and assists the Director in providing vision and leadership in the development and execution of economic and technical analyses, reports and outreach, associated with the wholesale and interstate energy markets, and infrastructure under FERC jurisdiction. Supports the development of the Commission's strategic plan and performance targets; and the development of the Office's mission and vision statements, goals, and strategic plans. Initiates and oversees economic and technical analyses and reports involving Commission-jurisdictional matters, including under the Federal Power Act, the Natural Gas Act, the Natural Gas Policy Act, Interstate Commerce Act, the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. Supports Office of General Counsel and program offices with technical and economic analyses in the development of proposed orders, policies, strategies, and regulations for wholesale and interstate energy markets for the Commission's consideration. As directed, provides the analysis of proposed legislation; composes Congressional testimony; and represents the Commission in Congressional committee meetings and in meetings with other agencies, Administration officials, and affected interest groups to foster cooperative relationships that further the Commission's work. Prepares reports for issuance as required by Congress. Establishes effective teams among diverse professional disciplines, including engineering, economics, accounting, attorneys and energy industry analysts to develop and execute relevant analyses, reports and outreach associated with the wholesale and interstate energy markets under FERC jurisdiction. Advises the Chairman and Commissioners on current economic and technical issues relating to the Commission's regulation of the energy industries.RequirementsMust be a U.S. Citizen or National.
