Job SummaryThis position is located in the National Risk Management Center (NRMC). NRMC provides critical analytical support to CISA's mission to understand, manage, and reduce risk to the cyber and physical infrastructure Americans rely on every day. Our work enables CISA and other critical infrastructure partners to apply actionable analysis to the decisions and investments they make to manage risk.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1: Extensive executive engagement in working cooperatively with internal and external partners, with diverse and varied interests and viewpoints to achieve consensus on organizational goals and objectives, make recommendations for significant program improvements, and evaluate trends and their effects on the organization's mission to achieve strategic metrics and reach key financial indicators. TQ 2: Expert skill in project and/or program management; ability to manage and direct a staff while incorporating program and policy initiatives pertaining to effective risk management; demonstrated excellent communication skills to communicate persuasively to a wide range of audiences, to include top officials, senior executives, and employees. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Major DutiesThe Deputy Assistant Director is responsible for driving strategic and operational leadership of the Center and supporting the Assistant Director with all required mission responsibilities. Typical work assignments include, but are not limited to: Leads efforts to enhance NRMCs analytic capabilities by providing guidance to allow for valuable risk analysis outputs to customers throughout the critical infrastructure community. NRMC will provide our customers actionable risk analysis to secure our critical infrastructure. In doing so, NRMC supports CISA and our partners in creating a more secure, resilient nation; Drives consistent and coherent understandings of risk throughout the critical infrastructure community. Enables improved collaborative risk management-with an emphasis on mitigation-across the critical infrastructure community; Directs program evaluations and reviewing program activities to ensure policy compliance and agreement with Administration and Department goals and objectives and customer needs; Collaborates with counterparts across DHS, the government and industry; identifies information and capability needs to execute the mission; speaks on behalf of the organization with public private partners and organizations, Congress, the White House, Government Accountability Office, Policy Coordinating Committees and working groups, external conferences, interagency meetings, and other forums.RequirementsYou must be a U.S. citizen. This position has been identified as a drug testing designated position (TDP) for purposes of the CISA's Drug-Free Workplace Program. All applicants tentatively selected for this position will be required to submit to a drug test to screen for illicit/illegal drug use prior to receiving a final offer of employment. A final offer of employment is contingent upon a negative drug test result. After appointment, you may be subject to periodic random drug testing. You must be able to obtain and maintain a security clearance suitable for Federal employment as determined by a background investigation. This may include a credit check, a review of financial issues, as well as certain criminal offenses and illegal use or possession of drugs. One-year SES probationary period may be required. This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. 7501-7533 and 5 CFR Part 752, as applicable). You are required to file an Executive Branch Personnel Public Financial Disclosure Report (OGE-278) upon entering the position, as well as annually.
