QualificationsIn order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: experience supervising or providing direction, guidance, or leadership to a technical or project organization, group and/or team, on policy or technical issues. Experience participating in managing work processes and/or utilization of resources. Experience collaborating with internal and external stakeholders to accomplish goals and objectives. The ideal candidate will be able to demonstrate the following: 1. Leadership and Management of Technical Staff Ability to lead and manage a diverse technical workforce supporting mission-critical programs with competing priorities, resource constraints, and evolving requirements. (Evaluate demonstrated experience in workforce management, team leadership, organizational coordination, implementation of policy and practice changes, staffing and resource planning, performance management, application of EEO principles, internal controls, and delegation of authority. Evaluate the extent to which the candidate has led or managed staff involved in decommissioning inspection, decommissioning project oversight, environmental reviews related to decommissioning, or other comparable nuclear facility transition activities) 2. Communication and Stakeholder Engagement Ability to communicate complex information clearly and effectively, both orally and in writing, and to build and sustain effective relationships across organizations and stakeholder groups. (Evaluate communication clarity, effectiveness with diverse audiences, ability to lead discussions, synthesize complex viewpoints, represent organizational positions, and build coalitions across internal and external stakeholders. Evaluate the candidate's experience communicating with internal and external stakeholders on decommissioning matters, including public engagement, coordination with state agencies, licensee interfaces, or technical discussions involving complex decommissioning issues.) 3. Technical Knowledge and Regulatory Application Knowledge of applicable regulatory frameworks and ability to interpret and apply rules, policies, and standards to support sound, risk-informed decision-making. Evaluate depth and breadth of knowledge of regulatory requirements, ability to interpret and apply guidance, and use of risk insights in decision-making. 4. Decommissioning Program Knowledge and Oversight Experience Knowledge of decommissioning regulatory requirements, inspection and oversight programs, and the technical, policy, and stakeholder considerations associated with the safe decommissioning and license termination of nuclear facilities. Evaluate demonstrated experience with decommissioning inspections, licensing, project management, program implementation, stakeholder engagement, and A description of how you possess the specialized experience as well as how you meet the qualifications desired in an ideal candidate must be addressed in your resume. Major DutiesAs Branch Chief, the successful candidate will plans, organizes, manages, and supervises the regional programs pertaining to inspection and license review of complex facilities conducting remediation of areas contaminated with/or using byproduct, source and/or special nuclear materials, active and decommissioning reactor and/or materials facilities, medical facilities, and Independent Spent Fuel Storage Installations (ISFSI); and, supports reactive response to occurrences at facilities. Such duties include but are not limited to: Lead and manage a technical organization supporting the agency's mission to protect public health, safety, and the environment. Provide oversight of regulatory activities involving engineering programs and branch infrastructure. Plan, prioritize, and execute branch work; allocate resources; and ensure timely, high-quality results aligned with agency goals. Supervise and develop staff, manage performance, and administer human resources programs in accordance with EEO and merit system principles. Implement organizational improvements, resolve complex policy and technical issues, and collaborate across the agency to ensure consistent regulatory outcomes.
