Job Description Nevada State University invites applications for the position of Campus Infrastructure Senior Manager. Reporting to the Associate Vice President for Campus Infrastructure, the Campus Infrastructure Senior Manager plans, manages, and delivers a wide variety of capital improvement, renovation, deferred maintenance, and infrastructure projects that support the University's strategic goals and long-term campus development.

The Campus Infrastructure Senior Manager oversees project planning, programming, design, procurement, construction, occupancy, and project closeout activities while coordinating with architects, engineers, consultants, contractors, regulatory agencies, campus stakeholders, and executive leadership. The position is responsible for managing project scope, schedule, budget, quality, and stakeholder communication throughout the project lifecycle.

In addition, the Campus Infrastructure Senior Manager supports deferred maintenance planning, facility condition assessments, infrastructure renewal initiatives, facilities compliance activities, and oversight of outsourced facilities management services. The position also provides leadership, mentorship, and professional development to the Campus Infrastructure Coordinator and other assigned staff while fostering a collaborative and customer-service-oriented work environment.

Primary Responsibilities: Capital Planning, Design & Construction Management

• Manage capital improvement, renovation, infrastructure, and deferred maintenance projects from planning through closeout. • Coordinate programming, design, procurement, construction administration, occupancy, furniture, fixtures, & equipment, and project closeout activities. • Manage architects, engineers, consultants, contractors, testing agencies, and other professional service providers. • Review architectural and engineering documents for quality, constructability, maintainability, code compliance, and alignment with university standards. • Develop project scopes, schedules, budgets, procurement documents, and funding requests. • Monitor project scope, budget, schedule, quality, and risk throughout project delivery. • Coordinate stakeholder engagement and communication throughout all project phases. • Support long-range campus planning, infrastructure and space planning, and capital improvement initiatives. • Assistance with reports, presentations, executive briefings, and Board of Regents support materials.

Deferred Maintenance & Facility Renewal

• Plan and implement deferred maintenance, facility renewal, and infrastructure replacement projects. • Utilize facility condition assessments, lifecycle planning, and asset management principles to prioritize infrastructure investments. • Navigating and utilizing Nevada State's Computerized Maintenance Management System (CMMS) to effectively retrieve and analyze asset data. This knowledge is essential for developing and maintaining the University's deferred maintenance program, identifying capital renewal priorities, and ensuring campus asset records remain accurate and up to date. • Develop scopes of work and procurement documents for deferred maintenance and renewal projects. • Support long-term capital renewal planning and infrastructure preservation initiatives. • Evaluate infrastructure conditions and recommend funding priorities based on risk, operational impact, and lifecycle considerations.

Facilities Operation and Vendor Oversight

• Provide institutional oversight of outsourced facilities management services through performance-based contract administration rather than day-to-day operational direction. • Monitor contractor performance, preventive maintenance compliance, operational responsiveness, key performance indicators (KPIs), and service quality to ensure contractual obligations and university standards are met. • Collaborate with contractor leadership to jointly evaluate facility conditions, prioritize deferred maintenance needs, and develop long-term capital renewal strategies using asset condition data and lifecycle best practices. • Establish performance expectations and accountability measures while empowering the contractor to manage daily maintenance operations, staffing, scheduling, and technical execution. • Review and validate contractor recommendations for deferred maintenance, major repairs, and capital renewal projects to ensure alignment with university priorities, available funding, and risk mitigation objectives. • Foster a collaborative partnership focused on continuous improvement, operational efficiency, asset reliability, regulatory compliance, and long-term stewardship of university facilities.

Compliance, Risk Management, and Campus Support

• Coordinate facility-related compliance efforts with Risk Management, Fire & Life Safety, OSHA, insurance representatives, and regulatory agencies. • Assist with inspections, corrective action plans, documentation, and compliance reporting. • Support campus safety, emergency response, risk mitigation, and infrastructure resiliency initiatives. • Coordinate facility-related activities with campus departments and external agencies.

Leadership and Staff Development

• Supervise and mentor the Campus Infrastructure Coordinator and other assigned staff. • Provide technical guidance, project management coaching, and professional development opportunities. • Support the Campus Infrastructure Coordinator in project delivery, space planning, furniture and equipment management, campus standards, and related infrastructure initiatives. • Foster a collaborative team environment focused on accountability, communication, customer service, and continuous improvement. Required Qualifications:

• Bachelor’s degree in planning, architecture, construction management, engineering, facilities management, or a related discipline for an accredited college or university recognized by the United States Department of Education and/or the Council on Higher Education Accreditation. • Ten plus (10) years of progressively responsible experience in design and construction management, capital project delivery, facilities planning, deferred maintenance, infrastructure management, or related fields. Experience with Higher Education entities is a plus. • Demonstrated experience managing architects, engineers, consultants, contractors, and professional service agreements. • Experience managing multiple projects simultaneously with responsibility for scope, schedule, budget, and quality. • Experience developing project budgets, procurement documents, and funding recommendations. • Working knowledge of building systems, construction methods, building codes, accessibility requirements, and regulatory compliance standards. • Ability to provide written and verbal communication skills, including the ability to present complex material to diverse audiences to establish a culture of collaboration, consensus-based solution approach and positive attitude. • Demonstrated organizational, problem-solving, and planning skills required. • Ability to provide technical direction, recommendations and supervision to direct reports. Clearly communicates and reinforces performance expectations and responsibilities to project teams. • Ability to use Adobe Photoshop, InDesign, and other graphic manipulative software, AutoCAD, Microsoft Visio, Bluebeam, or similar product to create and review construction plans. Proficiency in Microsoft Word, Excel, PowerPoint, and Project. • Ability to update project management procedures, forms and related documentation, and other departmental materials within the office and online. • Graphic design skills to include updating evacuation plans, signage, and other related graphics. • Eligibility to work in the United States without sponsorship (Nevada State does not sponsor employment-related visas).

Preferred Qualifications:

• Master’s degree in planning, architecture, construction management, facilities management, engineering, or a related discipline for an accredited college or university recognized by the United States Department of Education and/or the Council on Higher Education Accreditation. • Experience in higher education, public sector, or other complex institutional environments. • Experience managing capital improvement programs. • Experience in a college or university setting or setting utilizing a variety of funding sources. • Experience with deferred maintenance programs, facility condition assessments, asset management systems, and lifecycle planning. • Experience in environmental health and workplace safety initiatives. • Significant project management experience for facility construction and related projects of over $1,000,000.

Salary & Benefits Budgeted salary for this position is $90,000. Nevada State University offers excellent benefits, including 19.25% retirement match, 24 annual leave days, beginning balance of 30 sick leave days, 12 paid holidays, educational benefits, and three health insurance plans that can be supplemented with flexible spending accounts or health savings accounts.
