Job Description:
Frostburg State University (FSU) invites applications for the position of Compensation and Classification Specialist in the Office of Human Resources.
The primary focus for the Compensation Specialist is administering and supporting the University's staff compensation and classification programs. This position conducts job analyses, position audits, market pricing studies, salary analyses, and classification reviews to ensure equitable, competitive, and compliant compensation practices. The incumbent serves as a trusted resource to campus leaders and employees regarding compensation administration, position management, and classification matters. The position reports directly to the Chief Human Resources Officer and is not eligible for remote work.
Position Responsibilities Compensation and Classification Administration
• Conduct position audits, job analyses, and classification reviews for exempt and nonexempt staff positions. • Evaluate positions and recommend appropriate classifications, salary grades, and compensation actions based on established methodologies and market data. • Review requests for reclassification, salary adjustments, reorganizations, and new position development. • Develop, review, and maintain Position Information Forms (PIFs). • Perform internal equity analyses and assess compensation issues. • Utilize CUPA-HR, salary surveys, and other benchmarking resources to conduct market analyses and develop compensation recommendations. • Monitor compliance with salary structures, compensation guidelines, and classification standards. • Prepare reports, analysis, recommendations, and documentation for University leadership and the University System of Maryland. • Serve as the University's representative on the University System of Maryland Classification and Compensation Committee.
Position Management and Organizational Support
• Partner with department leaders to ensure position descriptions accurately reflect assigned duties and organizational needs. • Review proposed organizational changes and assess impacts on compensation, classification, organizational structure, and staffing structures.
Policy, Compliance, and Risk Management
• Ensure compliance with applicable federal and state laws and regulations, including the Fair Labor Standards Act (FLSA), Equal Pay Act, and Equal Employment Opportunity requirements. • Assist with the development, implementation, and interpretation of compensation and classification policies and procedures. • Maintain current knowledge of compensation trends, labor legislation, and best practices in higher education and public-sector compensation administration. • Support HR initiatives and projects related to workforce planning, compensation strategy, and organizational effectiveness.
Training and Consultation
• Develop and deliver training to supervisors, managers, and campus stakeholders regarding compensation, classification, position management, and FLSA requirements. • Provide consultation and guidance to employees and supervisors regarding compensation and classification processes. • Assist with HR outreach, professional development, and employee education initiatives.
Minimum Qualifications
• Bachelor's degree in Human Resources, Business Administration, or a related field. • Two (2) or more years of progressively responsible professional experience in compensation, classification, human resources, or a related analytical field. • Experience conducting job analyses, position reviews, classifications, or compensation analyses. • Knowledge of compensation principles, classification methodologies, and applicable employment laws and regulations. • Strong analytical, quantitative, problem-solving, and organizational skills. • Excellent written and verbal communication skills. • Proficiency with Microsoft Office applications, particularly Excel. • Ability to handle confidential and sensitive information with discretion and sound judgment.
Preferred Qualifications
• Experience in higher education, public-sector, or government compensation administration. • Experience utilizing CUPA-HR salary surveys and market benchmarking tools. • Knowledge of University System of Maryland personnel policies and procedures. • Experience with Workday or a comparable Human Resource Information System (HRIS).
