SUMMARY The Passenger Vehicles for Hire Safety Specialist is responsible for enforcement of section 22, of the Charlotte City ordinance. The Charlotte city ordinance applies to over 95 companies, 1800 drivers and vehicle owners that operate taxicabs, limousines, paratransit, shuttle, and contract vehicles. This position is responsible for processing applications and conducting enforcement of all company, driver and vehicle permits throughout the Charlotte city limits. Major Duties and Responsibilities:

• Schedule appointments for application submission and assist with processing. • Interview applicants and process companies, driver, and vehicle applications. • Conduct criminal background checks and investigate validity of applications to determine eligibility for approval or denial of requests based on all documentation. • Collects, analyzes, and reports statistical data regarding operations of the department and makes planning recommendations based upon statistical reporting. • Collaborates with the public, internal CMPD divisions and City departments to interrupt information utilizing established guidelines concerning the PVH unit and Charlotte City Ordinance. • Must have the ability to resolve problems relating to results of criminal background records. • Conducts required daily enforcement and if needed, issue citations to PVH drivers and vehicles owners. • Maintains current knowledge and confidential records for federal, state, and local laws, departmental/divisional policies, and procedures. • Monitors and maintain supplies and materials for assigned area; obtains vendor quotes and performs order tracking. • Must be diligent, and attentive to details while processing criminal backgrounds, reading, and writing. • Performs other duties as assigned

Minimum Qualifications:

• High School Graduate or equivalent with at least three (3) years of related experience OR associate's degree with one (1) year of related experience. • Must be able to obtain & maintain a City of Charlotte driving permit.

Preferred Qualifications:

• Bachelor’s degree in business management or related course work

Knowledge, Skills, and Abilities:

• Strong organizational skills • Supervisory principles, practices, techniques and evaluating staff performance • Ability to work independently and handle dynamic timelines • Ability to come up with proactive solutions and critical thinking • Ability to plan, direct and work as a team with colleagues as well as establish effective working relationships with other employees, staff, and the public • Excellent verbal and written communication skills, interpersonal and customer service skills, and maintaining a professional attitude/disposition • Ability to ride in taxicabs to verify taximeter accuracy

ADA and Other Requirements: Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

• Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks • Ability to see, hear, and communicate information effectively • Ability to operate a CMPD assigned vehicle.

Sensory Requirements:

• Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data. • Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain. • Comprehend written information in work-related documents. • Ability to hear, understand, and distinguish speech.

Working Conditions: Work is performed in an indoor & outdoor environment with exposure to atmospheric conditions, moderate exposure to environmental conditions, and frequent exposure to computer screens, files, and phone.

CONDITIONS OF EMPLOYMENT The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
