Job summary
We are seeking an experienced Health and Safety Manager to join our Quality and Safety Team. Based primarily at Broomfield Hospital, with responsibilities across all Trust sites, you will act as the designated competent person for Health and Safety, providing expert advice, leadership and assurance on legislative compliance and best practice.
You will lead the implementation and continual improvement of the Trust's Health and Safety Management System, support effective risk management, promote a positive safety culture, and oversee audits, inspections, investigations and training activities.
Working with clinical and corporate services, you will engage with regulators, manage contractors and contribute to the Trust's quality, safety and wellbeing objectives.

Main duties of the job
The Health and Safety Manager will provide expert leadership, advice and oversight to ensure the Trust meets its statutory health and safety obligations and maintains a safe environment for patients, staff, contractors and visitors.
Key responsibilities include:
Acting as the designated competent person and Health and Safety lead for Broomfield Hospital.
Leading the implementation and continuous improvement of the Trust's Health and Safety Management System.
Developing health and safety plans and improvement programmes aligned to Trust objectives.
Undertaking audits, inspections, workplace assessments and risk assessments.
Monitoring incident, accident and compliance data to identify risks and trends.
Leading investigations, including RIDDOR-reportable incidents, and ensuring corrective actions are implemented.
Preparing reports, performance metrics and assurance updates for senior managers and committees.
Developing and reviewing health and safety policies, procedures and guidance.
Liaising with regulators, including the HSE, CQC and Fire and Rescue Services.
Delivering training and promoting a positive safety culture.
Managing health and safety contractors and service providers.
Providing leadership to Health and Safety Advisor(s).
Maintaining accurate records and statutory documentation.
Supporting emergency preparedness, business continuity and organisational resilience.
Providing specialist advice on governance, risk management and service development.

Person Specification
Qualifications Essential
NEBOSH Certificate in Occ. Safety and Health NEBOSH Diploma in Occupational Health & Safety (or equivalent Level 6 qualification)
Desirable
Chartered Member of IOSH
Knowledge and Experience Essential
Significant experience in a senior Health and Safety role within the NHS, healthcare, public sector or similarly complex organisation. Demonstrable experience of developing, implementing and reviewing Health and Safety policies, procedures and management systems.
Desirable
Experience of Health and Safety management within an acute NHS Trust. Lead Auditor qualification or recognised auditing certification.
Personal and People Development Essential
Demonstrates leadership, credibility and professional authority in Health and Safety practice. Ability to influence organisational culture and support continuous improvement.
Desirable
Formal leadership or management qualification. Experience managing and developing Health and Safety professionals.
