SUMMARY: The Supervisor of Human Resources assumes responsibility for developing, implementing, and maintaining a human resources program to include employment processes, employee counseling, development and professional growth, benefits, compensation and contracts, performance management, internal employee communication, equity accountability, and regulatory compliance. The Supervisor is a resource to principals, teachers, division-level colleagues, parents, School Board members, and the community. The Supervisor leads and collaborates with all stakeholders to expand engagement opportunities in the development of employment policy and personnel. ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Administers employment policy, procedures, and recruitment programs to ensure proper staffing of open positions with the best qualified full-time, part-time, and substitute personnel and the attainment of required levels of highly-qualified staff;
• Develops, implements, and coordinates employee relations programs ensuring that positive, open communications between management and employees exist to include new employee orientation, employee opinion surveys and internal communication publications;
• Administers an up-to-date evaluation and classification program for positions in the division, to include maintaining current job descriptions;
• Administers the compensation plan in accordance with policy and within budgetary guidelines and conducts periodic market surveys to provide input to Administration and the School Board regarding its competitiveness;
• Administers the employee benefits program including internal communications, proper enrollment of employees, and ongoing external reviews of the total benefit program to ensure a competitive posture;
• Develops, identifies, and recommends new human resources policies and changes, as needed to comply with changes in federal and state statutes, and as they affect employee morale, productivity, and retention;
• Manages employee grievances and discharge recommendations to the proper resolution, coordinates, and recommends involvement of legal counsel as necessary with regard to state and federal statutes governing employee/management relationships and the handling and resolution of claims;
• Administers the human resources information system (HRIS) to readily provide employee data to management for purposes of planning and monitoring including full implementation of the position control and employee self-service systems;
• Administers training and development initiatives related to Human Resources policies/programs and leadership development; Conducts Substitute Teacher Workshops and New Employee Orientations as needed
• Ensures that performance assessments are completed for employees in accordance with policy;
• Administers Human Resources budgets and provide input to the development of the overall school division budget;
• Interprets policies and provides consultation and assistance in human resources matters to management and employees;
• Identifies legal requirements and government reporting regulations affecting the human resources function and directs the preparation of information required for compliance;
• Models nondiscriminatory practices in all activities;
• Serves as the Division's Title IX Compliance Officer:
• Initiates and maintains effective liaisons with other school divisions and professional societies to maintain a current knowledge of legal developments and research in the profession;
• Serves as the division's liaison with community, higher education, and school partnerships;
• Keeps abreast of regional and local developments that may supplement educational support, and determines their appropriateness for inclusion in the division educational program;
• Plans, presents and evaluates professional development training to all division staff (classified, teachers, and administrators); Creates, presents, and implements professional development to create staff learning opportunities;
• Leads the Superintendent's Discipline Committee to address discipline issues and works with the school administration and court personnel in regard to truancy issues;
• Creates dynamic communication tools as needed for the division;
• Engages advisory councils, the School Board, school staff members, students and stakeholders with division leadership;
• Performs other duties or assignments as may be delegated or assigned.

• Transportation of Equipment – Lift, move, carry and otherwise transport equipment and materials weighing up to 25 pounds.

SUPERVISION EXERCISED: The Supervisor of Human Resources will supervise the Human Resources Assistant position. SUPERVISION RECEIVED: The Supervisor of Human Resources performs duties under the Superintendent. MINIMUM QUALIFICATIONS:
• Minimum of a Bachelor's Degree from an accredited college/university required
• At least five years of experience in K-12 public education preferred
• Experience in employee hiring, supervising and evaluating staff, managing budgets, and knowledge of Employment Law and ensuring compliance thereof
• Human resource certification (SHRM-CP or SHRM-SCP) or Valid Virginia Administration and Supervision Licensure required
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
• Demonstrate ability to advise management and employees on resolution of human resources issues, using conflict management, interpersonal and teambuilding skills.
• Ability to plan and manage budgets and finance documents
• Excel in use of computer/technology and applicable software
• Ability to plan and supervise the work of others
• Demonstrate excellent communication skills, both written and oral, and ability to establish and maintain positive and effective working relationships with staff and the public
• Ability to create dynamic communication and marketing tools and products
• Ability to operate computers/technology to manage records and other writing materials
• Ability to orally communicate effectively with others, with or without the use of an interpreter
• Ability to communicate effectively in writing, using the English language with or without the use of auxiliary aids or services
• Ability to review, understand and apply concepts presented in training programs, conferences and/or professional literature
• Ability to work with and cooperate with staff at all levels
• Ability to observe and follow all school division policies at all times
• Ability to keep student and personnel information and records confidential
• Possess high moral standards and integrity
• Demonstrate professional and personal characteristics necessary for working effectively with school personnel and members of the community
• Ability to disaggregate data and draw conclusions from data
WORKING CONDITIONS AND REQUIREMENTS: The duties of this position are complex and diverse. Successful candidates must have the ability to multitask, deal with change, and show initiative and assume responsibility for working productively with minimal supervision. Must have the ability to sit or stand for extended periods of time in an office environment or in a school environment, see and read a computer screen and printed material with or without visual aids, hear and understand speech at normal levels and on the telephone, speak clearly and in audible tones in person and on the telephone, follow oral and written instructions, and be physically agile to lift up to 25 pounds.
