Position Description Expanded School Mental Health (ESMH) Social Worker Full-time, 40 hours Grant Funded – Department of Health and Human Resources (DHHR) Job Duties and Statement of Work Support the completion of the following activities at Warm Springs Intermediate School, Warm Springs Middle School, and Berkeley Springs High School. Collaborates and supervises school assigned social workers, providing supervision in the areas of, but no limited to program completion, compliance and clinical supervision. Collaborates with county leadership for all areas including but not limited to, program implementation, data collection, compliance and ethics, and all other areas which may warrant district involvement. Implement and maintain an ESMH Program in the designated school(s) addressing the full continuum of services to include two(2) EBPs in Tier-One Universal Prevention Programming, two(2) EBPs in Tier-Two-Targeted Group, and Individual Early Intervention Programming and Tier-Three-Intensive Intervention Programming. At least one of the 2 required EBPs in each Tier One and Tier Two must address substance use prevention. Have an established, regularly convened leadership team that includes local prevention coalitions, Partnership for Success (PFS) Coordinators, Regional Youth Service Centers, Family Resource Networks, West Virginia University(WVU) Centers of Excellence in Disabilities(CED)/Positive Behavior Support(PBS), Children's Mental Health Wraparound providers, Children's Mobile Crisis providers, Community and Family Partners, School Counselors, School Psychologist, School Nurse, School Social Workers, Communities in Schools, Attendance Director, Behavior Interventionist, and Positive Behavior Intervention and Supports (PBIS) Representative. Register school with School health Assessment and Performance Evaluation System(SHAPE) http://www.theshapesystem.com/. SHAPE has tools and assessments that teams can utilize to address school mental health and sustainability. ESMH schools must complete the School Mental Health Profile and Qualitiy Assessment annually in the SHAPE. Implement to full fidelity, Positive Behavioral Intervention and Supports(PBIS) in school. Ensure ESMH providers will complete the Child Adolescent Needs and Strengths(CANS) assessment on all Tier Three recipients and update every 90 days as well as at discharge. With legal consent ESMH sites may utilize CANS data from other providers it the assessment is current and available. Work collaboratively to improve school-wide attendance. Work collaboratively to decrease school-wide-out-of-school suspensions. Work collaboratively to decrease in-school suspensions/detentions. Work collaboratively to increase parent/caregiver involvement in all aspects of the program. Complete Youth Services Survey(YSS) and YSS-Family(YSS-F) surveys annually for all students who receive Tier Three(Intensive Intervention) services. Attend all technical assistance and training sessions required by the BBH and Marshall University Technical Assistance Center. Provide service at the designated location(s) per identified program code. Ensure staff are trained in cultral competency, motivational interviewing, suicide prevention, CANS, trauma-informed care, PBIS, PBS and person-centered care. Ensure and document staff participation in training and meetings as determined by the BBH. Promote and/or facilitate the health insurance enrollment process for the eligible uninsured. Provide referral information to high-risk consumers for Human Immunodeficiency Virus(HIV), Tuberculosis(TB) and Hepatitis. Participate in BBH and peer reviewsas requested. Explore and secure all available revenue sources(e.g, West Virginia Medicaid, Medicare, private insurance). Obtain consumer feedback for services rendered and information received to inform and improve service accessibility and delivery, such as focus groups, surveys (YSS and YSS-F), and key-informant interviews. Share results of consumer feedbacks annually with stakeholders, partners, and the BBH. Provide after-hours and non-traditional hours of availiability to meet the individual needs of those served. Share timely information about program services and receive referrals from First Choice Services and the new Statewide Children's Crisis and Referral Line. Collect additional performance measures as developed with BBH and the System of Care (SOC) evaluator. Ensure that any purchases made with grant funds comply with federal and state regulations, are included in the approved detailed line-item budget(DLIB) and budget narrative, and clearly meet a specific goal or objective of the grant. Promotional, educational, or data materials should be developed in coordination with BBH and include that funding was provided by BBH. For all ESMH schools, complete and analyze the Tier Fidelity Inventory(TFI) throughout the school year as indicated in the design tool. The TFI will be used as guidance for teaming and implementation of goals throughout the school year. Establish and update a detailed and comprehensive Memorandum of Understanding(MOU) between School/County Board of Education(BOE) and Community Behavioral health Providers outlining roles, expectations, and a shared vision for ESMH integration and collaboration. Collaborate with other stakeholders to identify clear protocols on implementing services in each of the three tiers. Maintain written protocols and processes that demonstrate integration of SOC and ESMH values and principles. Develop, maintain a Strategic Plan that addresses the following:

• How students receiving Tier two and Three Services will be identified, referred, and tracked.

• How students will be tracked and transition within/between all tiers of intervention.

• How staff will address student and family crisis.

• How students needs will be met during the summer months.

• How the Program's quality improvement process will utilize with SHAPE.

Define roles and processes for integrating and coordinating with existing school programs, such as Student Assistance Teams(SAT), Professional Learning Community(PLC), Local School Improvement Councils(LSIC), Local Education Agency(LEA), Individualized Education Program(IEP) for students requiring Tier Three services, and school counselors. Define the process to determine the priority issue(s) that require Tier Two Interventions. Implement a valid, reliable screening/assessment to identify students for Tier Two and Tier Three(assessments must include suicide and substance abuse). Complete and enter into the CANS database all CANS assessments completed for Tier Three service quarterly and at discharge for all students receiving Tier Three services. Implement two EBPs for Tier One(Universal Prevention) of which one must be a substance abuse EBP, and two Tier Two(Selective and Indicated Prevention for Targeted Group and Individual Early Intervention) evidenced based programs of which one must be substance abuse EBP per each funded school. Schools can implement more than the required 2 EBPs per Tier One and Two but must at a minimum implement 2 EBPs each for Tier One and Tier Two. Provide a minimum of nine hours of consultation or ongoing staff development with designated school personnel on behavioral health issues and/or child development. Facilitate ESMH leadership team meetings monthly for new schools and at least quarterly for existing schools. Receive pre-approval from BBH programmatic staff for the purchase of all promotional materials. Work with school staff to complete and share the school climate survey, which will be made available to BBH upon request. Enter all data as required on Epi Info database and share all pertinent information with data analyst, BBH, and WVU Health Sciences Evaluators as related to Department of Justice(DOJ) Agreement to comply with all reporting and education requirements of the DOJ agreement. All other job duties as outline in the Grant Award.
