Background</strong></p> <p>UNESCO and its Category I Institutes, particularly the <strong>International Bureau of Education (IBE)</strong> and the <strong>International Institute for Educational Planning (IIEP)</strong>, are currently developing a <strong>"Methodological Guide for Planning and Monitoring the Implementation of Curriculum Transformation"</strong> aimed at strengthening the capacities of UNESCO member states in the design, planning, management, implementation, and monitoring of curriculum transformations.</p> <p>The guide builds on the work already undertaken by the IBE on curriculum transformation and seeks to address the recurring need of countries to translate curriculum ambitions into operational, costed, managed, and monitored implementation frameworks.</p> <p>The guide is structured around three chapters:</p> <ul type="disc"> <li><strong>Chapter 1:</strong> Strategic Planning, Governance, Change Management, and Monitoring and Evaluation: Key Steps for Successful Curriculum Reform</li> <li><strong>Chapter 2:</strong> Planning a Curriculum Transformation</li> <li><strong>Chapter 3:</strong> Monitoring, Risks, and Adaptive Management</li> </ul> <p>To ensure the technical quality and operational relevance of <strong>Chapter 3: Monitoring, Risks, and Regulations</strong>, as well as the internal coherence of the entire guide, UNESCO intends to recruit a consultant with an expertise in monitoring and evaluation (M&E), results-based management (RBM), and the regulation and the governance of educational reforms.</p></div></div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:0.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">Description longue</H2> </div><div><p><strong>2. Purpose of the Assignment</strong></p> <p>The assignment consists in designing and drafting Chapter<strong> 3</strong> of the guide, entitled <strong>"Monitoring, Risks, and Regulations"</strong> and the associated methodological tools. The consultant will also be responsible for providing quality assurance for the other two chapters and ensuring overall consistency across the guide.</p> <p><strong>3.
