This ambitious portfolio features seven large-scale, high-density data centers, anchored by a 500 MW B.C. supercluster and a 300 MW flagship site in Regina, Saskatchewan. </div> <div> </div> <div> As QS & Contract Director, you will lead the commercial backbone of the program, owning quantity surveying, contract strategy, procurement, and commercial governance across multi-hundred-million to multi-billion-dollar builds. You'll be the senior commercial authority safeguarding Bell's cost certainty and contractual position—managing cost estimation, contract administration, claims, risk, and change—while building and maturing the commercial function as the program scales nationally. </div></div></div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:16.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">Key Responsibilities</H2> </div><div><ul> <li>Lead all quantity surveying and cost management activities across the data centre portfolio—from estimating and cost planning through to final account settlement. </li> <li>Own contract strategy, negotiation, and administration for GC/EPC, trade, and vendor agreements, ensuring Bell's commercial and risk position is protected. </li> <li>Direct procurement and commercial governance, establishing standards, controls, and approval frameworks for a rapidly scaling capital program. </li> <li>Manage change orders, variations, and claims, driving fair, timely, and defensible resolution to protect schedule and budget. </li> <li>Oversee cost forecasting, cash flow, and value engineering, providing accurate commercial reporting to Capital Programs and AI Fabric leadership. </li> <li>Establish and enforce commercial risk management practices, identifying and mitigating exposure across contracts and suppliers. </li> <li>Partner cross-functionally with construction, engineering, program controls, and procurement & asset management to align commercial strategy with delivery. </li> <li>Ensure compliance with contractual obligations, regulatory requirements, and Bell's internal governance and audit standards. </li> <li>Provide executive-level commercial reporting and advisory to senior AI Fabric stakeholders, supporting critical capital decisions. </li> <li>Build, mentor, and scale a high-performing commercial/QS team as the national program grows.</li> </ul></div></div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:16.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">Critical Qualifications</H2> </div><div><ul> <li>15+ years of commercial, quantity surveying, and contract management experience, with direct exposure to hyperscale data centres or major infrastructure programs. </li> <li>Proven track record owning commercial governance on complex, multi-billion-dollar capital projects, ideally owner-side. </li> <li>Deep expertise in cost estimation, cost planning, and full lifecycle quantity surveying. </li> <li>Strong command of contract strategy, negotiation, and administration across major forms (e.g., FIDIC, CCDC, stipulated/design-build). </li> <li>Demonstrated experience managing claims, disputes, variations, and commercial risk on large construction programs. </li> <li>Solid understanding of procurement processes and supply chain/commercial governance in a capital-intensive environment. </li> <li>Ability to build and mature a commercial/project controls function from a formative stage. </li> <li>Exceptional stakeholder management, able to influence and challenge senior engineering, construction, and executive leaders. </li> <li>Professional credentials such as RICS (MRICS/FRICS), PQS, CIQS, or equivalent; degree in Quantity Surveying, Construction Economics, Engineering, or related discipline. </li> <li>Willingness to work on-site and travel between Canadian build locations as the portfolio scales. </li> </ul></div></div></div> Adequate knowledge of French is required for positions in Quebec.
