Job summary

The Royal Marsden NHS Foundation Trust is the largest comprehensive cancer centre in Europe with a reputation for high quality patient care, research, development and education. The Projects and Estates Department plays an instrumental role within the Trust by managing critical infrastructure, maintenance, and projects across its entire estate which directly impacts on frontline clinical care, cutting edge global research, infection prevention and control and energy efficiency.

We have a position within our Estates Department, which provides excellent opportunities to drive improvements in our buildings and infrastructure and manage the delivery of Estates services. Main duties of the job

1.1. The purpose of the role is to use sound business and engineering judgement to manage the Estate and services efficiently for a cancer specialist Trust.

1.2. Directly support the Director & Deputy Director of Estates on all aspects of Estates workforce, estate condition and service delivery.

1.3. Lead on delegated change initiatives to drive continuous improvement and increased productivity in response to the changes in the NHS & Trust Strategic plans.

1.4. Deputise for the line manager during periods of absence. Interpret legislation and regulations including NHS and good industry practice guides in order to achieve compliance with them and eliminate/reduce risks. Knowledge of the full range of Hospital infrastructure and building services and maintain CPD.

2.1 Be a key member of the Projects and Estates Department and support the drive to increase efficiency and workforce productivity. Overall responsibility for performance of the Estates operational team Trust wide and continuously adapting the service considering the strategic, political & other drivers particularly financial and workforce. Monitor the performance of the Estates and Estates services using benchmarking and other management techniques including NHSi Model Hospital and PAM toolkits. Actively collaborate with NHS and other Trusts.

2.2 Taking full ownership of delegated budget and maintaining a committed and motivated workforce. Maintain the Estate in a safe, compliant and efficient manner. Develop strategic and leadership skills and drive positive, productive change throughout the department.

2.3 Managing the Estates safe systems of work to ensure safety, compliance (statutory, NHS & Good Industry practice), maintain resilience and effective operational performance and support Trust business continuity

2.4 Develop and enhance relations with Trust senior managers, Divisional Directors and key staff such as IPC to agree and negotiate changes in order to deliver operations & maintenance.

Person Specification

Education/Qualifications Essential

Professional knowledge acquired through degree or equivalent in a built environment discipline + specialist courses in Healthcare Estates maintenance and management. Chartered Engineer /Incorporated Engineer (or working toward) with recognised professional engineering institute. Recognised Authorised Persons (AP) qualifications for hospital critical systems /services: LV, Water Hygiene, Ventilation and Medical Gas

Additional Hospital Engineering related qualification Service training A recognised Management qualification

Experience Essential

Experience of developing policy and service development for Estates department and review & comment on other Trust department policies impacted by Estates. Previous experience of budget management for estates service and maintenance of physical assets and major infrastructure. Previous experience of line management for engineering operations staff, multi-skilling, team building & increasing engagement and appraisal & performance management.

Desirable

Experience of working in a large organisation Commercial and Public organisations Supervision of multi-disciplinary team in healthcare premises

Skills Abilities/knowledge Essential

Procurement & formal contract procedures Optimising the maintenance of commercial/ industrial engineering premises, Budget and financial management (pay & non-pay) Problem solving ability and exercising sound engineering judgements across critical infrastructure engineering and building issues.

Desirable

Knowledge of allied trades. Design & project management Be able to work within a pressured environment.

Other Requirements Essential

Highly developed physical skills in respect of infrastructure and building services maintenance, isolation of energy and utilities and control panel interrogation and adjusting settings; all involving the manipulation of fine tools, instruments and materials.
