Employee Contract Type: Local - Fixed Term Employee (Fixed Term) Job Description:

Strategy Development & Planning

• Review National Office and Area Program Annual Procurement Plan or Activity Plan to prepare Annual or Quarterly Procurement Plan in National Office and Area Program level in collaboration with Supply Chain Manager. • Review Area program Sourcing Plan to prepare Area Program Sourcing Plan which aligned with National Sourcing Plan. • Execute strategic and tactical contract in Provision at Area program and National level. Implement strategic sourcing plan based on approved annual/quarterly procurement plan or Historical spend on Coupa at national and area program level. Resource Acquisition & Management

• Look for opportunities to build strong and strategic relation with vendor at National Office and Area Program level to reduce tactical/transactional buying. • Visit Area programs at least on a quarterly basis Capacity Building

• Provide technical advice for area program team in developing procurement plan, strategy and implementation. • Provide capacity building, guidance and support on procurement system (Provision End-to-End, Gabi, WatchDog) at Area program and field/national office level) • Provide Supply Chain orientation at Area program and field/national office level Accountability & Quality Assurance:

• Prepare document for Sub/Committee process at National Office level. • Implement bidding process at National level as standard, include sending invitation to bid to vendor and prepare regret letter and confirm letter to vendor. • Work together with technical person and or department to ensure procurement plan and process is aligned with their needs. The following major responsibilities are applicable at National Office and Area Program levels;

• Conduct vendor evaluations and prequalification (e.g., Block Party Screening, Safeguarding Code of Conduct, Business Registration, Tax Certificates) • Perform Supplier Information Management (SIM) in Coupa for supplier registration and onboarding • Update, review, and appraise vendor lists periodically • Ensure 90% of procurements are captured in Coupa to meet Provision Spend KPIs. Minimize offline sourcing and prioritize Coupa online sourcing

• Manage Provision access requests and updates for end-users and buyers • Support and respond to general inquiries related to Provision • Align all procurement processes with organizational standards Networking & Coordination:

• Coordinate with Procurement at Area Program level on doing procurement analysis needed for implementation of strategic sourcing. • Coordinate with NO and Area Program on procurement process • Develop good networking with vendors and consultants/contractors and update their information for organization Management & Leadership: Key Responsibilities (National Office and Area Program Levels):

• Extract and consolidate Open PO Reports and Procurement Reports from Coupa monthly and submit to SCM. • Ensure Buyer actions are completed within 72 hours/3 days at both levels. • Provide weekly updates on assigned tasks via Office 365 Planner • Facilitate and perform Secretary role in Procurement Committee Meetings in the absence of SCM or as required

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

• Relevant Diploma/Degree qualifications in Supply Chain Management, Procurement and Logistics, Business Administration, Commerce, Economics, or a related field. • Diploma or Certificate in Procurement and Supply (e.g., CIPS certification) or Certified Humanitarian Procurement Professional (CHPP). • Minimum 5 years’ experience in logistics and procurement work, preferably with grant management knowledge in dealing with procurement and logistics. • For candidates without a degree or diploma, relevant experience (e.g., 3+ years) in sourcing, procurement, or supply chain roles in PNG • Training in Coupa Procurement System or similar tools. • Short courses in vendor management, contract management, or procurement strategies. • Familiarity with contract lifecycle management and supplier evaluation processes.
