Surrey Hospices Partnership Project Manager Role

Location: Hybrid/any of the 4 hospice sites

Hours of work: 37.5 per week

Salary: £75,000 per annum

Contract: Fixed Term 12 months

We are seeking a Project Manager to undertake a new role supporting the 4 adult hospices in Surrey that provide palliative and end of life care to people living across Surrey. The role is to support Hospices joint vision of working in partnership to provide the best possible support and care. This role will help ensure the hospices have a stronger, collective voice within the wider health and care system and are well positioned to influence future service development and commissioning.

Under the direction of the CEOs, the role will be to:

support the drive for improved data collection and consistent reporting; generate ideas for service improvements; and demonstrate the case for fair funding for all hospices in the collaborative.

Main duties of the job

About You

You will be keen to make a difference and supportive of the work of the hospice sector. You will have a track record of partnership working, being collaborative and understand the complexities of the NHS landscape. You will be analytical, good at working with data and using evidence to build a business case. You will be practical and values-led, able to build trust with a belief in compassionate care, reducing health inequalities, increasing fairness and an ambition to ensure hospices are seen as equal partners in system change.

How the role will work?

The role will be delivered through a fixed term contract for a period of 12 months. You will have a unique position working alongside senior hospice leaders to build strong collaboration, improve outcomes for our population and advocate for our hospice members.

About us

We are 4 independent hospices across Surrey, part of the new Surrey & Sussex Integrated Care System. All 4 Hospices have recently signed an MOU signalling our desire to accelerate and give focus to our partnership working. This is a key priority for us given NHS reforms and the opportunities this presents, along with the emerging Modern Service Framework for Palliative and End of Life Care.

Job title: Surrey Adult Hospices Partnership: Project Manager

MAIN PURPOSE OF THE ROLE

The Project Manager role is a new post with responsibility for supporting the 4 Surrey adult hospices to develop partnership ways of working which improve the outcomes for people with palliative and end of life care needs. This role will help ensure the hospices have a stronger, collective voice within the wider health and care system and are well positioned to influence future service development and commissioning.

Reporting to a Board of 4 Hospice CEOs, the focus of the role is to:

improve integrated palliative and end-of-life care outcomes across Surrey through effective collaboration, innovation, and project delivery; develop foundational capabilities needed to operate as a partnership (shared data, ways of working, trusted networks and project capability); identify opportunities and develop initiatives to improve consistency and quality of hospice services across Surrey, including working with NHS partners.

Deliverables in the first year include:

A common data set covering clinical services, finances and income generation and workforce across the hospices. Development of effective ways of working and trusted relationships between staff across the hospices and partner organisations. A case for change/strategy identifying areas where partnership working can deliver greatest benefit, along with a proposed delivery plan. Individual project proposals to deliver improvements to clinical (and other?) services. This could include between hospices, or with NHS, local government or other community partners. Demonstrable early improvements or pilots that evidence the benefit of collaborative working. Support the coordination of hospice input to NHS and system initiatives and consultations, ensuring a consistent and aligned partnership response.

The project manager will be accountable to the 4 Chief Executive Officers of the Surrey adult Hospices. Day-to-day line management and support arrangements will be agreed by the partnership.

They will work collaboratively bringing multidisciplinary teams together to develop creative solutions across organisational boundaries. They will act as the central point of contact for collaboration initiatives.

As a new role, the post is initially funded for 12 months, extendable for at least a further year if KPIs demonstrate benefit is being delivered. There is considerable scope to shape and develop the role as the partnership matures.

The role is likely to suit someone who wishes to work in a hybrid way, with opportunities to work from the 4 partner organisations or from home. Some travel to attend stakeholder meetings and/or attend events outside usual office hours (e.g. Board meetings) might be required.

Responsibilities:

Make the case for Hospice services & collaboration

1. Build and maintain a common data set, identifying common methodologies, tackling inconsistencies and developing a set of KPIs to be agreed by all 4 hospices. Track those KPIs over time.

2. Create a programme of activities to build understanding and trust between the 4 hospices senior leadership teams.

3. Make proposals for light touch governance for how the partnership should work as it starts to develop and mature.

4. Work closely with colleagues in the Sussex Hospice Alliance to ensure (as much as possible) ideas are joined up and aligned.

5. Use data and insight to identify variation, gaps and opportunities, and support evidence-based decision making across the partnership.

6. Build the case for change/strategy document identifying opportunities to improve patient outcomes and organisational sustainability, underpinned by robust evidence and data.

Develop a roadmap and delivery plan

7. Develop a delivery plan with costed project ideas to realise the case for change/strategy, along with a prioritised set of proposals to be agreed by the Hospice partnership.

8. Lead the planning, implementation and evaluation of agreed projects including benefits realisation and measurement of impact.

9. Act as a central point of contact for collaboration initiatives, and facilitate cross-organisational working.

10. Support funding applications, including grants, business cases and partnership investments as required.

Drive effective, targeted change & engagement

11. Produce regular monthly progress reports to keep Hospices and other stakeholders informed and engaged on all activities, including keeping track of any expenditure and financial performance.

12. Build and maintain strong relationships with key stakeholders including hospices, NHS and local government partners, primary and secondary care, community and voluntary sector organisations.

13. Prepare and (as required) present reports to senior leadership, boards and external stakeholders.

14. Support coordination of hospice input into NHS initiatives, consultations and system programmes, including drafting responses and ensuring a consistent, aligned partnership position.

Good understanding of evolving NHS and Local Govt commissioning landscape. Good understanding of hospices. Excellent interpersonal, presentation and communication skills. Ability to network, build and maintain collaborative relationships with a range of stakeholders. Ability to analyse numberical and written data, assess options and draw appropriate conclusions. Strong organisational, skills to lead and coordinate multiple projects simultaneously.

Desirable

Experience securing funding or writing business cases. Understanding data, digital and information sharing challenges within health and care.

Experience Essential

Significant project management experience. Experience leading and delivering change and strategy development in a complex environment. Evidence of effective partnership working. Significant experience of working with a range of people at all levels, including senior clinicians / senior management.

Desirable

Strategic NHS/charitable/ healthcare experience. Experience of working across organisational or system boundaries (e.g. ICS / integrated care environments).
