The primary purpose of this position is to exercise second level supervisory and managerial authorities over the Recreation Programs Division. It provides operational procedures and staff supervision over Air Force-wide Services programs and facilities.

QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-3, equivalent to the next lower grade GS-12/13 or equivalent in other pay systems. Specialized experience is experience in Plan, organize, and oversee the activities in the Program divisions. Develop goals and objectives that integrate organization and Community Programs Division activities. Plan work to be accomplished by subordinates, sets and adjust short/long-term priorities, and prepare schedule for work completion. Establish, develop, and maintain effective working relationships with DoD, Air Force, MAJCOM, installations, and internal customers. Participate in special projects and initiatives and perform special assignment. Provide the professional leadership, vision, and expertise needed to establish goals, objectives, priorities, and methodologies for Services programs encompassing business decisions, amusement machines, entertainment, Community Centers, outdoor recreation programs, golf courses, aero clubs, craft centers, and offices. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of DoD, Air Force, and recreation, leisure, business, and entertainment industry rules, laws, regulations, benchmarks, trends, and standards. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to communicate both orally and in writing at an appropriate for Senior leaders. Knowledge of a very wide range of principles, concepts and techniques of business and recreation gained through comprehensive experience in developing and managing such programs. Experience at Agency (AF-level) is highly desirable. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major Duties1. Plans, organizes, and oversees the activities of Recreation Programs Division. Develops goals and objectives that integrate organization and Community Program Division objectives. 2. Exercises supervisory personnel management responsibilities at least 25% of the time. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of the employees. 3. Evaluates work performance of the subordinates. Gives advice, counsel, or instruction to employees on both work and administrative matters. 4. Represents HQ AFSVC, the Directorate, and the Recreation Programs Divisions with a variety of installation and functional area organizations. Meet with key customers and coordinate officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise. 5. Responsible for the development of procedures and operational oversight of specific AF-wide Services Programs.
