Job SummaryThis position is located in the Office of Human Resources - Quality Assurance and Accountability Division where our mission is to improve the quality of service by conducting quality reviews, internal audits, and facilitating audits by external oversight entities concerning Office of Human Resources Staffing and Recruitment efforts.

QualificationsYou must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. OPM Qualifications Standards are available at General Schedule Qualification Standards. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level or GS-12 in the Federal service: Specialized experience for this position includes: Experience applying OPM classification standards, FES, FWS and narrative standards to issue authoritative title, series, grade, and pay plan determinations for positions presenting novel factor-level application challenges, cross-occupational group series questions, or mixed pay system adjudications. Experience in resolving complex and ambiguous classification and position management issues - including disputed grade-level determinations, accretion-of-duties questions, and requests for reconsiderations. Experience analyzing organizational structures, reporting relationships, and position architectures arising from reorganizations, mission realignments, or workforce restructuring actions to render authoritative determinations on supervisory coverage, Fair Labor Standards Act (FLSA) exemption status, and the classification implications of proposed organizational design changes prior to implementation. Experience advising senior leadership and human resources management officials on the classification and position management implications of proposed personnel actions, organizational changes, and workforce planning decisions. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesThe physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year. In this role, you will support critical business units across the agency, providing authoritative guidance that helps ensure positions are properly classified, organizational structures are effective, and workforce decisions align with strategic human capital goals. You serve as a trusted advisor and collaborative partner to senior leadership, program managers, and supervisors on position classification and position management strategies that support mission success. You partner with senior managers to provide authoritative guidance on position management challenges, including reorganizations, realignments, and transfer-of-function actions. You respond to FLSA review requests, determine exemption status, and evaluate BUS codes to support informed bargaining unit and non-bargaining unit classification decisions. You build strong, productive partnerships with managers across assigned business units to advance effective classification and position management solutions.
