About this role

We are seeking an experienced and collaborative Human Resources Manager to establish and lead our human resources function. This is a newly created position that offers an exciting opportunity to build HR programs and processes that support a positive, respectful, and high-performing workplace.Halifax Academic Obstetrics & Gynaecology Group Ltd. (HAOGG) is the practice plan corporation that manages the financial and operational affairs of the Department of Obstetrics & Gynaecology at Dalhousie University. Our physicians are faculty members within the Department and provide care through IWK Health and Nova Scotia Health's Central Zone. The majority of the administrative/support staff are employees of Halifax Obstetrics and Gynaecology Office Services Inc. a subsidiary of HAOGG.Our Department includes approximately 20 administrative/support staff, along with 30 physicians and non-clinical faculty members. While physicians are not employees of HAOGG, they are within the scope of many departmental human resources policies and initiatives.Position SummaryReporting to the Department Head, Chief Operating Officer, and Director of Finance and Administration, the Human Resources Manager will provide strategic and operational leadership across all areas of human resources, including recruitment, employee relations, policy development, performance management, payroll and benefits administration, wellness initiatives, and HR compliance.The successful candidate will work closely with departmental leadership to foster an engaging and collaborative work environment while ensuring compliance with applicable employment legislation and organizational policies.Key Responsibilities:Recruitment and Talent AcquisitionLead the recruitment process for administrative and support staff, including:· Preparing and posting job advertisements· Screening applicants· Coordinating and participating in interviews· Conducting reference checks· Managing onboarding for new employees· Develop and maintain job descriptions that reflect departmental needs and comply with Nova Scotia employment legislation.· Support faculty recruitment by working with the Chair of Faculty Search Committees to coordinate recruitment processes and meet the requirements of Dalhousie University, the Department of Health, IWK Health, and Nova Scotia Health.Employee Relations and Workplace Health· Develop, implement, and maintain HR policies and procedures that promote a respectful, inclusive, and compliant workplace.· Provide guidance to managers on employee relations matters, including performance concerns, conflict resolution, coaching, disciplinary processes, and terminations when required.· Support workplace investigations and grievance resolution as appropriate.· Collaborate with the Department's Wellness Committee to plan and support employee wellness initiatives throughout the year.Human Resources Administration· Lead the department's performance management program, ensuring annual performance reviews are completed and maintained.· Review and update performance evaluation tools and HR documentation.· Coordinate annual professional development planning with managers.· Manage the faculty promotion process in collaboration with the Chair of the Departmental Promotion and Tenure Committee.· Review compensation practices and salary bands, making recommendations to leadership to ensure market competitiveness.· Serve as the primary administrator for payroll and employee benefits.· Coordinate employee engagement activities.· Maintain accurate HR records and support HR information systems.QualificationsThe ideal candidate will possess:· Bachelor's degree in Human Resources or a related discipline.· Chartered Professional in Human Resources (CPHR) designation.· Minimum five (5) years of progressive Human Resources management experience within a small or medium-sized organization.· Strong knowledge of Nova Scotia employment legislation and HR best practices.· Experience with recruitme
