This position is in the Virtual Toolbox for Installation Mission Effectiveness (VTIME) product office, part of the Acquisition, Training & Readiness (AT&R) Program Management Office.

The Acquisition lead plays a key role in the development and implementation of the new VTIME system. VTIME is in the process of becoming formalized within the Army acquisition community with requirements scope being defined. This position is critical in maintaining overall program momentum while navigating the DODI 5000.87 Software Acquisition Pathway and in delivering a Minimum Viable Product within published timelines.

Responsibilities:

Oversee all acquisition program activities, ensuring seamless execution from requirements identification to solution delivery and long-term operations and supportApply deep knowledge of DoW and Army program management frameworks to plan and execute acquisition strategies, ensuring compliance with policies, regulations, and best practicesLead and facilitate strategic planning efforts, guiding the development of acquisition strategies that align with mission objectives and program goalsEnsure cross-functional coordination throughout the system development lifecycle, from requirements identification to deployment and sustainmentOversee operations, scheduling, risk and issue management, and performance analysis to ensure program successLead / contribute to the development and maintenance of acquisition and contracts products in support of program execution and program decisionsParticipate in planning meetings, status meetings, and reviews aligned with the project roadmapParticipate in weekly budget, contract, and acquisition meetings to understand program requirements and where adjustments may be needed, impacts to the project roadmap, impacts to funding, and impacts to contractsLead / support project roadmap development, execution, and managementDevelop engagement strategies with external and internal stakeholders and industry partners Engage with stakeholders to align and advance / achieve project objectivesPrepare program briefings for leadership engagement with applicable Army organizationsPrepare briefings and executive correspondence to explain, defend, and advocate for the programReduce issues to practical recommended options; explain recommendations to decision-makers in terms that permit decisionsParticipate in agile planning and execution activities, including leading sprint planning, backlog refinement, standups, retrospectives, and PI Planning as needed Requirements

Bachelor’s Degree, Master’s preferredSecurity Clearance – Active DoD Secret Clearance - U.S. Citizenship Required.Experience: 10+ years in acquisition management, planning, and program management, with a focus on DoD or federal environments.Subject Matter Expertise: In-depth understanding of the Federal Acquisition Regulation (FAR), DoD 5000 series policies, and the Adaptive Acquisition Framework.Contracting Lifecycle: Experience with pre-award, post-award, source selection, Performance-Based Acquisitions, and contract administrationProgram Knowledge: Demonstrated expertise in managing Defense Business Systems, A/BCAT I-III programsFinancial Management: Familiarity with PPBE (Planning, Programming, Budgeting, and Execution) processes and DoD financial management.Tools & Systems: Proficiency in Federal Acquisition Systems (e.g., SAM.gov) Leadership: Ability to lead cross-functional, diverse teams in fast-paced environments.Communication: Exceptional verbal and written skills, with experience briefing Senior Executive Service (SES) or Flag/General OfficersAnalytical Skills: Strong ability to evaluate complex, high-visibility program requirements and develop strategic solutions.Certifications

DAWIA (Defense Acquisition Workforce Improvement Act) or Certified Professional Contract Manager (CPCM) certifications.

Additional Comments: This hybrid position is mainly remote but requires on-site support for PI events in Northern Virginia and occasional office presence in Crystal City as needed.

Working Conditions and Physical Requirements:

Majority of work currently remote, occasional travel to client and/or customer/stakeholder location within the Washington DC Metro area.After hours work expected. COMP time provided
