The position also manages professional and clerical support staff; oversees core fiscal functions, including billing, accounts payable, procurement card administration, and petty cash, as well as organizational management system changes; develops and implements department-wide internal controls; represents the Department at City Council and Committee meetings; establishes section goals and priorities within the Fiscal Division; and administers departmental policies while ensuring adherence to City policy and regulations.</span></p> <p> </p> <p><span style="font-family:verdana, geneva, sans-serif"><strong>Minimum Qualifications:</strong></span></p> <ul> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Possession of a Bachelor’s Degree in finance, business administration, economics, or closely related field; AND</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Three (3) years of progressively responsible relevant experience.</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Any combination of education and experience that demonstrates these qualifications may be qualifying.</span></li> </ul> <p> </p> <p><span style="font-family:verdana, geneva, sans-serif"><strong>Desirable Qualifications:</strong></span></p> <ul> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">A Master’s Degree is highly desirable;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Municipal government experience is highly desired;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Experience in developing and monitoring operating and/or capital budgets;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Knowledge and experience working in Enterprise Resource Planning/SAP systems;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Strong analytical abilities and project coordination skills;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Ability to manage multiple competing priorities in a fast-paced environment while meeting established deadlines;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Excellent written and verbal communication skills and attention to detail;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Strong interpersonal skills with the ability to effectively communicate with various audiences, including outside agencies and other City departments;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Proven ability to supervise and manage professional and clerical staff;</span></li> <li style="font-family:verdana, geneva, sans-serif"><span style="font-family:verdana, geneva, sans-serif">Excellent problem-solving skills.</span></li> </ul> <p> </p><p style="text-align:start"> </p> <p style="text-align:start"><span style="color:#000000;font-family:verdana, geneva, sans-serif"><span style="font-style:normal"><span style="white-space:normal"><span style="text-decoration:none"><strong>The Department: </strong></span></span></span></span></p> <p style="text-align:start"><span style="color:#000000;font-family:verdana, geneva, sans-serif"><span style="font-style:normal"><span style="white-space:normal"><span style="text-decoration:none">The Fire-Rescue Department of San Diego provides comprehensive emergency services, including firefighting, emergency medical response, lifeguard services, and emergency management. Covering approximately 343 square miles with a population of 1.4 million, the department operates fifty-two fire stations, two fast response squads, an air operations base, two 911 communications centers, a training facility, nine permanent lifeguard stations, and thirty-four seasonal lifeguard towers. Major activities performed by Fire-Rescue include fire suppression, emergency medical treatment and transport, technical rescue, hazardous materials response, fire investigation, bomb squad operations, air operations, fire safety inspections and education, and equipment and facilities maintenance. Fire-Rescue oversees seventeen miles of coastline extending three miles offshore and 4,600 acres around Mission Bay Park, providing boating enforcement, beach safety, and swimmer rescue.
