<p>Hong Kong-Shenzhen Innovation and Technology Park Limited (“HSITP”, a wholly owned subsidiary of the Hong Kong Science &amp; Technology Parks Corporation, is engaged in the planning, building, management, operation and maintenance of the Hong Kong-Shenzhen Innovation &amp; Technology Park at the Lok Ma Chau Loop (“the Loop”).<br> <br>With a site area of 87 hectares, the Loop will be a hub for vigorous technology R&amp;D and collaboration among top-notch international R&amp;D institutions, technology enterprises and talent. The Loop will provide necessary infrastructure, facilities and service support for the innovation and technology (I&amp;T) community; with associated higher education, cultural and creative and other complementary facilities.</p><div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:16.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">​</H2> </div><div><p><strong>Responsibilities:</strong></p> <p><strong><u>1. Cross-Boundary Institutional Connection</u></strong></p> <ul> <li>Drive synergies between Hetao Hong Kong Park (HSITP) and Hetao ShenZhen Park to maximize the competitive advantages of One Zone, Two Parks</li> <li>Drive collaboration initiatives between HSITP with Mainland authorities and industry players, including but not limited to I&amp;T parks, municipal/provincial governments, central agencies, state-owned or private enterprises, to deliver results</li> <li>Propose, negotiate, and implement initiatives for materializing the exclusive policy advantages of ‘4-flows’ to be implemented in Hetao (e.g., streamlined movement of talent, equipment, samples, and data)</li> </ul> <p> </p> <p><strong><u>2. Strategic Liaison &amp; Stakeholder Management</u></strong></p> <ul> <li>Serve as the primary executive point of contact for Mainland government bodies, including the Shenzhen Park management, Guangdong-Hong Kong-Macao Greater Bay Area offices, and relevant ministries (e.g., MOST, NDRC)</li> <li>Build and maintain high-level trust with state-owned enterprises, research institutes, and innovation clusters in the mainland</li> <li>Coordinate with HSITP’s internal teams (legal, operations, Ecosystem, HR, Project Development) to ensure alignment with Mainland policies</li> </ul> <p> </p> <p><strong><u>3. Policy &amp; Regulatory Navigation</u></strong></p> <ul> <li>Monitor and interpret national, provincial, and Shenzhen-specific I&amp;T policies, including but not limited to policies for cross-boundary data flow, IP protection, and taxation</li> <li>Advise CEO and the Board on strategic risks and opportunities arising from Mainland regulatory changes</li> </ul> <p> </p> <p><span style="text-decoration:underline"><strong>4.</strong> </span><strong><u>Operational &amp; Project Management</u></strong></p> <ul> <li>Oversee assigned projects among HSITP and mainland stakeholders</li> <li>Facilitate rapid resolution of cross-border operational issues</li> <li>Develop standardized protocols for cross-boundary collaboration</li> </ul> <p> </p> <p><strong>Requirements:</strong></p> <ul type="disc"> <li>Bachelor’s degree or above in Public Policy, Law, International Relations, Business Administration, or related discipline</li> <li>Minimum 12-15 years of relevant experience, with at least 5 years in a senior leadership role involving mainland affairs, with solid cross-boundary (Mainland-Hong Kong) collaboration experience</li> <li>Proven track record in result delivery of institutional co-operations, ideally within I&amp;T, economic zones, or infrastructure projects</li> <li>Deep understanding of Greater Bay Area policies, Shenzhen’s innovation ecosystem, and national technology strategies</li> <li>Ability to strong grasp legal, fiscal, and administrative differences between Hong Kong and the Mainland, and practical experience in bridging them</li> <li>Proven leadership capabilities with experience in aligning divergent interests across multiple government and corporate entities</li> <li>Strong track record of engaging Mainland officials at bureau level or above, and senior executives in private enterprises</li> <li>Candidates with work experience in government or statutory bodies is a plus</li> <li>Native in Putonghua, fluent English; Able to speak Cantonese is a plus</li> <li>Frequent Travel or Permanent Work in Lok Ma Chau Office is required (Shuttle bus service &amp; MTR concession scheme is available)</li> </ul></div></div></div><div> <div> <div> <p><strong>Company Benefits:</strong></p> <ul style="list-style-type:disc" type="disc"> <li>Competitive annual leave entitlement</li> <li>MPF Top-up benefit</li> <li>Medical benefits from Day-1 with extended coverage to dependent(s)</li> <li>Dental &amp; Life insurance</li> <li>Training sponsorship</li> <li>Professional membership fee reimbursement</li> </ul> </div> </div> </div> <p> </p> <p>Personal data provided will be treated in strict confidence and used for recruitment purpose only.
