The scope of works includes management of procurement, contracts, budgetary cost control, reporting of fund utilization, finalization of project account and capitalization of fixed assets for the project.</div></div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:20.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">What You Will Be Doing</H2> </div><div>Key Responsibilities: <ul> <li>Responsible for contract management, which encompasses budgetary forecast, project cost control, and reporting of fund utilization to end User.</li> <li>Manage external/outsourced resources (consultants and site supervisory staff) to execute the project.</li> <li>Oversee and give directions to Quantity Surveying and Mechanical & Electrical (M&E) consultants on matters pertaining to cost, procurement, contracts, and assets capitalization for the project.</li> <li>Review and check tender documents to ensure compliance with SUSS’s procurement policy for construction works and services and financial procedures.</li> <li>Call, evaluate and award tenders and quotations in compliance with SUSS’s procurement policy for construction works and services and financial procedures</li> <li>Attend consultant and site meetings with the Project Team and ensure that contractual requirements are carried out on time and within budget.</li> <li>Liaise and coordinate with consultants on contract administration including contract documentation, progress payments, management of variation works and ensure that project cost is within approved budget.</li> <li>Meet financial objectives of the project by forecasting requirements, preparing annual budget, scheduling expenditures, reporting budget updates and funding, analysing variances and initiating corrective actions.</li> <li>Monitor project cashflow and exercise cost controls.</li> <li>Coordinates cashflow updates for reporting to end User and its stakeholders.</li> <li>Coordinate between key stakeholders for project alignment and fund transfers.</li> <li>Undertake any other tasks or responsibilities as required by Management in the course of work.</li> </ul></div></div><div style="padding:10.0px 0.0px;border:1.0px solid transparent"><div style="font-size:12.0px;word-wrap:break-word"><H2 style="font-size:1.0em;margin:0.0px">Job Requirements</H2> </div><div><ul> <li style="font-size:10.0pt;color:black">A recognised Degree in Quantity Surveying or relevant Degree from a recognised University with at least 10 years of relevant working experience as Contracts Manager or Quantity Surveyor preferably in public/developer organisations or consulting firms.</li> <li style="font-size:10.0pt;color:black">Relevant experience in the procurement and contract management of development projects.</li> <li style="font-size:10.0pt;color:black">Working experience and knowledge of public sector procurement framework and policies.</li> <li style="font-size:10.0pt;color:black">Strong interpersonal skills and positive working attitude.</li> <li style="font-size:10.0pt;color:black">Good writing, communication and presentation skills.</li> <li style="font-size:10.0pt;color:black">Meticulous and capable of working independently to resolve issues and challenges.</li> <li style="font-size:10.0pt;color:black">Good time management and work well under pressure.</li> <li style="font-size:10.0pt;color:black">Good team player.</li> <li style="font-size:10.0pt;color:black">Conversant with various applications such as Microsoft Excel, Microsoft Word, Microsoft PowerPoint, and Microsoft Project.</li> </ul></div></div></div><h2 class="MsoNoSpacing">What We Offer</h2> At SUSS, we advocate the Spirit of Learning and pride ourselves as lifelong learners.
