infrastructure</li> <li>Private Cloud Platforms (Hypervisor/Containers)</li> <li>Backup, DR and cyber vault architecture</li> </ul> <p>Oversee:</p> <ul type="disc"> <li>High availability and multi-site resiliency design (stretched clusters)</li> <li>Security zoning and microsegmentation</li> <li>Business continuity alignment to mission SLAs</li> </ul> <p><strong>Private 4G/5G Mobile Core Architecture Oversight</strong></p> <p>Co-lead deployment and integration of:</p> <ul type="disc"> <li>EPC / 5GC components (AMF, SMF, UPF, HSS/UDM, PCF)</li> <li>Shared RAN integration</li> <li>Redundant user plane design</li> <li>Network slicing (where applicable)</li> <li>Edge computing interoperability</li> </ul> <p>Ensure delivery aligned to:</p> <ul type="disc"> <li>CII-grade safety-critical uptime</li> <li>Mission-critical QoS and latency assurance</li> <li>SOC and observability platform integration</li> <li>Telecom-grade high availability and failover mechanisms</li> </ul> <p>Provide cross-layer assurance between mobile core, IT infrastructure, and service management systems.</p> <p><strong>Network Observability (Elastic Stack)</strong></p> <p>Own architecture and deployment of Elastic-based observability platform:</p> <ul type="disc"> <li>Elasticsearch, Logstash, Kibana</li> <li>Infrastructure Monitoring</li> <li>SIEM integration</li> <li>Telco telemetry ingestion (5G KPIs, GTP, PFCP metrics)</li> <li>Synthetic monitoring and service health dashboards</li> </ul> <p>Key Outcomes:</p> <ul type="disc"> <li>Single pane of glass across:</li> <ul type="circle"> <li>IT infrastructure</li> <li>Mobile core</li> <li>Security logs</li> </ul> <li>AI-driven anomaly detection</li> <li>Cross-layer incident correlation</li> <li>Mission assurance dashboards for executive leadership</li> <li>SLA and compliance visibility</li> </ul> <p>Drive observability-first operational culture.</p> <p><strong>Service Management Platform (ServiceNow)</strong></p> <p>Lead implementation and operationalisation of:</p> <ul type="disc"> <li>ITSM (Incident, Problem, Change, Request)</li> <li>CMDB (including telco and infrastructure asset modelling)</li> <li>ITOM (Discovery, Event Management)</li> <li>Service Mapping</li> <li>SecOps integration</li> <li>Workflow automation</li> </ul> <p>Ensure:</p> <ul type="disc"> <li>Closed-loop automation:<br>Elastic alerts → ServiceNow ticketing → orchestration workflows</li> <li>Mission-based SLA modelling</li> <li>Integrated IT + Telco service visibility</li> <li>Automation-led incident response</li> <li>Operational reporting for agency leadership</li> </ul> <p><strong>Security & Classified Environment Governance</strong></p> <p>Partner with CISO and security stakeholders to ensure secure-by-design delivery.</p> <p>Oversee:</p> <ul type="disc"> <li>Secure enclave architecture</li> <li>Network segmentation and boundary defence</li> <li>Data encryption (at rest and in transit)</li> <li>Bastion host and privileged access management</li> <li>Zero Trust architecture implementation</li> </ul> <p>Engage with:</p> <ul type="disc"> <li>Security assessors</li> <li>Government accreditation authorities</li> <li>Compliance audit bodies</li> </ul> <p><strong>Managed Services Transition</strong></p> <p>Define and operationalise the Target Operating Model (TOM) for steady-state operations.</p> <p>Oversee:</p> <ul type="disc"> <li>Transition from build to run</li> <li>L1–L3 support structure</li> <li>NOC/SOC integration</li> <li>Escalation matrix and RACI governance</li> <li>Operational playbooks and runbooks</li> </ul> <p>Drive:</p> <ul type="disc"> <li>Observability-first operational readiness</li> <li>Automation and AIOps roadmap</li> <p><strong>Mandatory</strong></p> <ul type="disc"> <li>15+ years in infrastructure and complex projects delivery.</li> <li>Proven track record delivering complex government or CII programmes.</li> <li>Experience in secured / classified environment.</li> <li>Preferred Hands-on exposure to:</li> <ul type="circle"> <li>Private 4G/5G core deployment</li> <li>Hybrid cloud platforms</li> <li>Elastic stack deployment</li> <li>ServiceNow ITSM/ITOM</li> </ul> <li>Experience managing multi-vendor consortium delivery.</li> </ul> <p><strong>Strongly Preferred</strong></p> <ul type="disc"> <li>Singapore government project experience.</li> <li>Experience in:</li> <ul type="circle"> <li>Defence / Home Team / CII sectors</li> <li>IM8 compliance</li> <li>Zero Trust architecture</li> </ul> <li>ITIL v4 certification.</li> <li>TOGAF / Architecture certification.</li> <li>Security clearance eligible.</li> </ul></div></div></div>
