This role will define and uphold the delivery standards, metrics, and practices that underpin StarHub’s digital engineering model.</p> <p>As TPM Lead, you will:</p> <ul> <li>Manage a team of Technical Project Managers distributed across DXP domains.</li> <li>Partner closely with IS Senior leadership, Domain & System Owners (DOs & SOs), Journey Solution Designers (SDs), Release Program Managers (RPMs), and Solution Architects (SAs).</li> <li>Drive predictable delivery, visibility, and quality across teams aligned to StarHub’s consumer, enterprise, and operational journeys.</li> </ul> <p> </p> <p>This role reports into the Information Systems – VP of Delivery & Business Enablement (DBE) and is responsible for orchestrating StarHub’s digital delivery model and enabling DevOps-based execution across domains for our Digital Experience Platform (DXP) team.</p> <p>The <strong>TPM Lead</strong> is responsible for managing and developing a team of Technical Project Managers (TPMs) across multiple DXP domains and journeys. This role ensures that delivery practices (both agile and waterfall), engineering alignment, and cross-domain coordination are consistent, predictable, and outcome-driven.</p> <p>You will play a pivotal role in establishing delivery governance, continuous improvement frameworks, and cross-functional synchronization between business journeys, engineering domains, and DevOps-based or (b) waterfall-based delivery excellence</li> <li>Define and maintain a standardized delivery governance framework — covering sprint cadence, backlog hygiene, dependency tracking, and reporting.</li> <li>Oversee delivery execution across DXP domains, ensuring commitments are met with predictable outcomes.</li> <li>Lead monthly delivery health reviews, highlighting key risks, capacity challenges, and improvement opportunities.</li> <li>Partner with Domain Owners (DXP) and Journey SDs (DBE) to balance Product, Tech Debt, and Technical Campaign backlogs across teams.</li> </ul> <p> </p> <p><span style="font-size:12.0pt">Cross-Domain Coordination & Governance</span></p> <ul> <li>Act as the central delivery integrator across DBE, ensuring synchronization between journeys, domains, and releases.</li> <li>Collaborate with Release Program Managers (RPMs) to ensure alignment of delivery and release plans.</li> <li>Establish and maintain a cross-domain dependency management framework with clear escalation paths.</li> <li>Monitor delivery performance metrics (velocity, predictability, throughput) and drive corrective actions where needed.</li> <li>Drive adoption of continuous improvement practices across all DXP squads.</li> </ul> <p> </p> <p><span style="font-size:12.0pt">People Management & Capability Development</span></p> <ul> <li>Coach and mentor TPMs, supporting their career development, skills growth, and performance reviews.</li> <li>Foster a culture of proactive communication, accountability, and continuous learning across the TPM community.</li> <li>Lead training sessions or playbook initiatives to strengthen agile delivery maturity, tooling proficiency, and reporting discipline.</li> <li>Identify and recruit high-performing TPM talent aligned to StarHub’s transformation roadmap.</li> </ul> <p> </p> <p><span style="font-size:12.0pt">Stakeholder Engagement & Communication</span></p> <ul> <li>Serve as a trusted partner to senior engineering, business, and architecture leaders — ensuring transparency on delivery health and execution status.</li> <li>Communicate program-level risks, trade-offs, and delivery decisions clearly to executive stakeholders.</li> <li>Represent the TPM function in enterprise forums, transformation reviews, and cross-functional working groups.</li> </ul></div></div><div </div><div><p>Education & Certifications</p> <ul> <li>Bachelor’s degree in computer science, Engineering, or Information Systems.</li> <li>Advanced certifications in Agile, DevOps, or Program Management (e.g., SAFe SPC, PMI-ACP, PgMP, CSM) preferred</li> </ul> <h3> </h3> <p>Experience</p> <ul> <li>12+ years of total experience in technology delivery, with at least 5 years in managing project/program teams or TPM functions.</li> <li>Proven track record in delivering large-scale, cross-functional software or platform programs using agile and DevOps practices.</li> <li>Experience in telecommunications, cloud platforms, or enterprise-scale digital transformation preferred.</li> <li>Strong background in stakeholder management, dependency resolution, and performance reporting.</li>
