POSITION CONCEPT The Supvr - Underground Damage Prevention supervises the underground damage prevention locators and the field locating contract coordinator for storm restoration. Evaluates and directs services received from independent contractors and in-house locators, includes locating all underground distribution, transmission, lighting, communication and water systems. Maintain 24x7 on call availability as needed for dispatching locators for after-hour emergency underground facility locates and accident/injury investigations. PRIMARY DUTIES AND RESPONSIBILITIES <ol style="margin-top:0.0in;margin-bottom:6.0pt"> <li style="margin:0.0in 0.0in 6.0pt 0.0px;font-size:10.0pt;font-family:'Times New Roman', serif">Supervise locators and coordinate locating schedules with Sunshine State One Call of Florida, engineers, developers, and governmental agencies to ensure that locators meet all expectations, and customer and Florida State mandated deadlines. Ensure that locators and contractors are supplied with current maps of TEC facilities and trained in all phases of TEC construction specifications and procedures required to perform quality work. (50%)</li> <li style="margin:0.0in 0.0in 6.0pt 0.0px;font-size:10.0pt;font-family:'Times New Roman', serif">Serve as the company secondary subject matter expert related to underground damage prevention, governmental field locating regulations and national standards. Work with line management to develop and implement recommendations for Electric Delivery (ED) policies and practices related to the safe use of manpower, tools, vehicles, equipment and materials, and lead changes to safe work procedures. Serve as the ED secondary contact for the response and investigation of all underground cable damages, and work with Risk Management to collect fees assessed for claim damages. (25%)</li> <li style="margin:0.0in 0.0in 0.0in 0.0px;font-size:10.0pt;font-family:'Times New Roman', serif">Serve as the secondary advocate and liaison to the Florida Sunshine 811’s Board of Directors to maintain a thorough understanding of State Statue 556 as it affects the electric utility industry. Keep abreast of changes to the law and updates by Sunshine 811 and PHMSA and assess/address impacts to Tampa Electric. Develop recommendations for the state legislation on regulations, standards and industry practices related to the protection of utility underground facilities. Regularly provide critical insight and strategic counsel to Tampa Electric on state and federal policies and serve as operation’s senior participant to ensure compliance. Maintain an active role on the Board of Director for Sunshine 811. Key External: Customers, governmental agencies, developers, engineering firms, contractors, and others. QUALIFICATIONS Education Required: High School diploma or GED. Preferred: Some college or technical-related education Licenses/Certifications Required: Valid State of Florida Driver’s License Related Experience Required: 8 years of operations experience in progressively more complex assignments, with at least 4 years of underground and overhead distribution construction or design experience. Supervisory Experience: Required: Underground Locator team Preferred: Leadership on projects, and other various assignments, of complexity and diversity Knowledge/Skills/Abilities Required: Advanced knowledge of the Florida State Statue 556 and underground damage prevention. Must have a thorough understanding of the construction, maintenance and operating facets of TEC’s underground and overhead electrical distribution systems and TEC’s Safe Work Practices. Must fulfill OSHA competency requirements for working with energized equipment over 70 volts. Good working knowledge of transmission and distribution facilities.
