In addition to cutting edge science, ORNL’s work includes protecting sensitive technologies and ensuring compliance with U.S. laws and international obligations designed to prevent the spread of weapons of mass destruction and their delivery systems.</span></p> <p style="margin:0.0in 0.0in 0.0in 0.5in;font-size:12.0pt;font-family:Aptos, sans-serif"><span style="font-size:11.0pt">The Nuclear Nonproliferation Division (NND) at ORNL advances U.S. export control and nonproliferation objectives by providing subject matter expertise that strengthens national security policy, supports regulatory improvements, and enhances compliance and implementation at both localized and federal levels. Within NND, the Nonproliferation Safeguards and Treaty Verification Section provides direct support to the DOE and the National Nuclear Security Administration (NNSA) to help control, detect, and deter the proliferation of nuclear, chemical, biological, and missile (NCBM) technologies. Our nonproliferation work spans the full spectrum of NCBM-related technologies and includes applied analysis and operational support that informs export control implementation, interdiction, compliance, and international engagements. The Section also supports the development of U.S. nonproliferation policy by providing technical analyses and recommendations that help propose, evaluate, and inform updates to relevant policies, guidance, and regulatory frameworks. We are seeking a mid-career nonproliferation technical staff member to join our diverse team and help advance these efforts.</span></p> <p> </p> <p><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><strong>Major Duties/Responsibilities: </strong></span></p> <ul type="disc"> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Prevent illicit or unintended transfers of WMD-related commodities, software, and technology to destinations and end users of concern.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Evaluate emerging proliferation threats, their magnitude, implications, and the impacts on the United States’ worldwide interests.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Evaluate strategic trade controls and the efficacy of international and domestic export control guidelines for nuclear and dual use equipment, with specific attention to interpretation and applicability of controls, regulations, and guidelines.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Study and implement sophisticated export control approaches and the role of national controls for the protection of commodities and technology subject to strategic trade control.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Identify and deploy methodologies for raising awareness of export compliance responsibilities. Recommend strategies, tools, and resources for complying with US export control laws and regulations.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Identify high risk property, including items that are proliferation-sensitive, export controlled, military/weapons related, or specially designed or prepared for the nuclear fuel cycle. Develop associated control, destruction, or demilitarization plans.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Develop subject matter expertise in the major areas of concentration involving export controlled technologies, high risk property, and foreign interactions.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Design, develop, and implement technology control or protection plans to guard against inadvertent technology transfers and the associated loss of economic or national security.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Represent the DOE/NNSA sponsor in technical cooperation venues involving export control discussions, border security issues, NFC proliferation risks, and nuclear weapons development scenarios.</span></li> <li style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black"><span style="font-family:arial, helvetica, sans-serif;font-size:10.0pt;color:black">Assist in the management of nonproliferation programs involving staff from across the DOE complex. Develop proposals, program plans, budget, and scheduling activities.
