Public-sector partners, including governments, national societies, bilateral development agencies, supranational entities and International Financial Institutions (IFIs), have become central actors in fragile and conflict-affected environments, with mandates, instruments and technical capacity that can reinforce the ICRC’s protection and assistance role over the longer term.</span><br><span style="font-family:arial, helvetica, sans-serif;font-size:14.0pt">Within Resource Mobilization (REM), public-sector resource mobilization relies on close coordination between institutional partnerships, regional fundraising teams and operational regions. More specifically, the role navigates complex governance structures, donor decision-making processes and financing instruments across development actors, IFIs and relevant public-sector institutions and government bodies to structure partnership models and deepen financial support, in line with the ICRC’s public-sector resource mobilization approaches and priorities.
