Academic Fields OR Professional Certifications: Masters in Finance/Business or Member of ICAP/ICMAP/CIMA Conditions: - Experience in investment banking, mergers & acquisitions (M&A), valuation, and restructuring is preferred. - International qualifications/experience and recent experience in similar-level positions in other organizations are preferred. Job Description: - Lead development and management of the Commission’s annual budgets, financial forecasts, and cash flow planning in coordination with all directorates. - Monitor expenditures to ensure fiscal discipline and alignment with approved allocations, and prepare budget performance and financial reports for senior management and oversight bodies. - Oversee accounting, payroll, cash management, and preparation of financial statements in compliance with applicable public sector accounting standards (IPSAS/IFRS). - Manage audits, compliance documentation, and liaison with internal and external auditors to ensure transparency and financial integrity. - Develop and implement medium- to long-term financial strategies aligned with privatization objectives and resource allocation frameworks. - Provide financial modeling, valuation analysis, and cost–benefit assessments to support privatization transactions and strategic decision-making. - Ensure compliance with PPRA rules, donor requirements, and best practices in procurement, and review financial clauses of contracts and agreements. - Establish and oversee internal controls, compliance audits, and financial risk management systems. - Lead financial due diligence and coordinate with transaction advisors, investment banks, and valuation experts on transaction-related financial assessments and payment structures. - Perform any other duties as assigned by the competent authority from time to time.
