TORS FOR THE POST OF TECHNICAL ADVISOR (MP-I) IN THE MINISTRY OF INFORMATION AND BROADCASTING 1. Short title and Commencement: (1) These TORs may be called the TORS for appointment of Technical Advisor for Ministry of Information and Broadcasting. 2. Required competency and experience: a. Education: Ph.D or Master Degree in Journalism/Mass Communication/International Relations/ Media Management, Strategic Communication, Development Communication/ Crisis Communication, and Media Technology. b. Experience: In case of Ph.D, applicant is required to have 07 years of experience and in case of Master's degree, 09 years' experience is required at mid-level/senior position in media related organization in government or corporate sector in the following fields: i. Strategic Communication ii. Media Content analysis iii. Crisis and disaster communication iv. Organizational image building, and brand management v. Proven track record in global media diplomacy using contemporary digital platforms and cross-cultural communication strategies vi. Expertise in producing multi-format content optimized for various digital platforms. vii. Cross-platform content adaptation viii. Superior communication abilities across all modern media formats with demonstrated expertise in data visualization and interactive presentations ix. Well versed with contemporary communication and media concepts, new media models & technologies; hybrid media systems and platforms, including broadcast media and digital media. x. Experience of working at senior level in media organizations engaging global public through media diplomacy. xi. Experience in writing and producing a wide range of communications materials in a variety of styles and formats, including broadcast journalism and documentary/film production. xii. Excellent communication (oral and written) and presentation skills 3. Age: Maximum age is sixty-two (62) on closing date for receipt or application in accordance with the Management Position Scales Policy, 2020. 4. To provide advanced, concrete, timely and strategic communication support to the Ministry. Deliverables and Timelines: • 6-Month Deliverable: Develop and implement a comprehensive strategic communication framework with quarterly assessment reports. • 1-Year Deliverable: Complete evaluation of strategic communication initiatives with documented impact analysis and recommendations for subsequent year. ii. To provide assistance in line with leading best practices in communications to support the strategic direction of the Ministry. Deliverables and Timelines: • 6-Month Deliverable: Produce a Ministry-specific communication best practices handbook. • 1-Year Deliverable: Full implementation of best practices related to strategic communication with documented performance improvements. iii. To assist Ministry in digital transformation of its multiple functions in attached departments. Deliverables and Timelines: • 6-Month Deliverable: Complete digital transformation needs assessment and develop comprehensive implementation roadmap where required in the Ministry. • 1-Year Deliverable: Successfully transform at least three key functions in any of the attached department with documented efficiency improvements. iv. To develop and evaluate specific and targeted communication campaigns for appropriate audiences. Deliverables and Timelines: • 6-Month Deliverable: Design, implement and evaluate a minimum of four targeted communication campaigns with comprehensive audience segmentation. • 1-Year Deliverable: Establish a sustainable campaign development framework with documented success metrics and eight completed campaigns. v.
