About this role

Job summary

We are excited to recruit an experienced and dynamic Operational Manager to lead the Intensive Support Team IST within Health & Adult Services.

The IST has been developed to provide specialist, responsive support to individuals with a high level of need, who are experiencing multiple disadvantage and co-occurring wellbeing needs. The cohort is identified through presenting need rather than diagnosis, ensuring a flexible and person-centred approach to support.

About the Intensive Support Team IST

The Intensive Support Team IST is a countywide innovative service within North Yorkshire Councils Health & Adult Services, created to provide targeted, specialist support to adults with the most complex and high-level needs.

The team operates using a combination of:

An assertive outreach model, engaging individuals who may struggle to access or sustain support; Trauma Informed Practice, recognising the impact of past experiences on current needs; The MEAM Making Every Adult Matter approach, supporting coordinated, multi-agency responses for people facing overlapping challenges.The IST provides both:

Short-term intensive interventions to stabilise situations and support individuals to return to other Adult Social Care teams; Longer-term support for those with ongoing multiple disadvantage, including homelessness, substance use, mental ill health, domestic abuse, offending.

Crisis intervention; Relational and strengths-based social work; Psychosocial approaches; Enhanced multi-agency safety planning; Navigating complex health and social care systems.About You

You will bring:

Experience within adult social care or a related field, including complex case management; Strong knowledge of relevant legislation - Care Act 2014, Mental Capacity Act, safeguarding frameworks; Experience working with individuals facing multiple disadvantage and co-occurring needs; A strong understanding of: Trauma Informed Practice Psychosocial theory Health systems and pathways Excellent partnership-working and communication skills The ability to manage challenging situations, confidently challenge where appropriate, and influence outcomes High levels of resilience, adaptability, and the ability to thrive in a fast-paced, evolving service A relevant professional qualification in Social Work or health qualification is essential.

Job description Job responsibilities

You will be responsible for a team of professionally and vocationally qualified staff working within one any of the services shown below:

Community social care teams under 75 and over 75 Mental health and specialist services team including intensive support team CHC teams Review/DoLS team Preparing for Adulthood team Intermediate Care team Prevention

The post holder will be a member of the wider Adult Social Care Leadership Team and will carry shared responsibility with other team colleagues for the performance of their service area

The post holder will have devolved responsibility for delivery of care and support services for adults inline with key partners providing leadership across the adult social care systems to continually improve performance.

This role will be fundamental in the delivery of operational service planning to ensure the transformation, saving and strategic priorities are delivered in line with the Council Plan and HAS 2030 underpinned by the Governance Framework.

The post holder will work in conjunction with the Senior Group Manager and Group Manager, to ensure effective services and strong and consistent practice across their service areas.

The role will require the post holder to work with other areas of the Directorate along with system partners.

The post holder will have autonomy and responsibility when coordinating activities and priorities in an environment that is complex and constantly changing.

To ensure compliance with all statutory social care requirements including the Care Act, the Mental Health Act, the Mental Capacity Act, Health and Social Care Act and all other relevant Legislation.

This post will be responsible for the leadership a Locality staff team or a Countywide staff team.

This post will be responsible for the management of an Adult Social Care budget in excess of £10 million.

The postholder will lead a team of professionals, vocationally qualified staff and a wider staff team to deliver adult social care functions in their service area.

Enhanced DBS clearance is required. This role involves spoken communications, so a confident use of English language is required.

Person Specification

Occupational Skills Essential

Ability to manage, supervise and support a diverse range of staff. Developed practice skills for this portfolio area, including the ability to engage and communicate with service users and with a range of other stakeholders. Effective written communication skills communicates effectively in writing to produce documents in a range of formats and styles to suit a range of audiences. Completes accurate written records. The ability to converse at ease with customers and provide advice in accurate spoken English is essential for the post. Risk management skills you assess and manage risk effectively. Resilience. Ability to organise and prioritise workloads effectively, and to meet necessary timescales. Good IT skills including use of email, intranet, internet, word, excel and inputting data. Financial/budget skills ability to process and/or monitor financial information to support the line manager. Decision making skills can make decisions which may involve difficult choices or considered risks within own area of responsibility. Ability to make decisions based on relevant information and which may involve choices and considered risks. Problem solving skills uses creativity and innovation to generate solutions to problems. Ability to set targets, manage performance, and appraise staff across different activity areas. Ability to monitor services and practices to ensure agreed standards are maintained and intervene constructively where necessary. Ability to support, challenge and motivate staff. Ability to present, explain and negotiate the services activities and objectives in a wide range of contexts.

Experience Essential

Thorough knowledge and understanding of Care Act compliant practice, including effective assessment, support planning and review (including Mental Capacity Act). Thorough knowledge of statutory requirements, including requirements in respect of carers, equality and anti-discrimination legislation, maintaining a safe working environment, data protection and confidentiality. Significant knowledge of community services for adults with care and support needs and their careers and personalisation and associated legislation. Knowledge and understanding of how Equality & Diversity, Dignity & Respect and Human Rights will apply. Comprehensive understanding of Adult Safeguarding policy and practice. For OT Operational Manager - Thorough knowledge of Moving and Handling legislation and regulations. Comprehensive experience and understanding of the delivery of effective social care practice. Comprehensive experience of working within Adult Safeguarding practice and guidance. You can show experience of using Problem solving skills uses creativity and innovation to generate solutions to problems that offer best value. Demonstrable experience of supervision/professional consultation in a management, consultative or practice education role. Demonstrable experience of initiating the appropriate statutory and other actions required to undertake adult protection investigations. Demonstrable experience of undertaking safeguarding investigations. Experience of working positively in a changing environment. For Sensory Operational Manager Experience of working in sensory services and understanding of the barriers faced by people with sensory needs.

Desirable

Substantial experience as a senior practitioner in a relevant professional field. Experience of managing the recruitment and selection process. Some experience of staff management skills including recruitment and selection, performance management and development (may have been obtained when supervising a student etc.) Experience of budget management. Experience of implementing effective auditing and quality assurance processes. Demonstrable experience of managing performance, supervising, appraising and developing staff. Demonstrable experience of chairing safeguarding meetings.

Qualifications Essential

A professional social care or health qualification e.g. Social Work, with current registration with relevant professional body or an equivalent professional qualification in Health and Social Care (such as NVQ 4); An Occupational Therapy qualification is required to manage OT Teams with current registration with relevant professional body; For Sensory Team a qualification in British Sign language at Level 2 or equivalent experience.

Desirable

Post Graduate Qualifications for: Best Interest Assessor; Approved Mental Health Professional; Practice Educator; Management Qualification.
