Job summary
The NHS Alliances ICB Network is the only independent, national network bringing together the senior leaders of England's integrated care boards. The Network convenes ICB leaders across a range of forums to support teams in their roles, as well as through activities that support ICBs to evolve as strategic commissioners. Shaped by members, the Network helps leaders to exchange ideas, share experiences and challenges, and provide peer support.
We are looking for a policy and delivery manager to play a pivotal role in the success of the Network. You will work to ensure that the policy and project work of the ICB Network is high quality, relevant to national policy and member priorities and draws on insight from our membership. You will manage and deliver work within the network and work in partnership with central teams and other networks to inform and support work across The NHS Alliance.

Designing and implement targeted influencing approaches to shape national and local policyActing as a recognised lead on strategic commissioning and wider issues impacting ICB membersDeveloping clear, insightful briefings, reports and recommendations tailored to different audiences.Planning and convening network forumsManaging effective relationships with members, system leaders, policymakers and partnersContributing to the planning, coordination and delivery of central and network activity,Supporting the NHS Alliances financial sustainability through ongoing member recruitment and renewal and maintaining relationships with funding partners.Providing effective line management

Job description Job responsibilities
Develop and articulate clear, evidence-based and member-informed policy positions on issues affecting ICBs, ensuring they are practical, credible and aligned to organisational priorities.Systematically track, interpret and assess policy developments, legislation and system reforms, identifying risks, opportunities and implications for members.Design and implement targeted influencing approaches to shape national and local policy, engaging key decision-makers and positioning the organisation as the trusted voice.Act as a recognised lead on strategic commissioning and wider issues impacting ICB members, offering authoritative advice and guidance to members, stakeholders and colleagues across the organisation.Develop clear, insightful briefings, reports and recommendations tailored to different audiences, supporting informed-decision making internally and externally.Plan and convene network forums, working with chairs and members to develop programmes, creating space for shared learning, gathering member insight, and ensuring outputs inform policy development and influencing activity.Establish and manage effective relationships with members, system leaders, policymakers and partners, providing timely, well-judged and pragmatic responses to fast-moving developments.Contribute to the planning, coordination and delivery of central and network activity, working with internal colleagues to ensure policy work is aligned, delivered effectively and adds value to members.Support the NHS Alliance's financial sustainability through ongoing member recruitment and renewal, maintaining relationships with funding partners, contributing to bids and helping secure commercial income.Provide effective line management (where the role requires), including setting objectives, supporting professional development, and ensuring high-quality, coordinated delivery of policy and programme work.
Person Specification
Experience Essential
1. Understanding of wider health sector and or relevant public policy 2. Managing policy research, analysis or influencing projects with internal and external partners. 3. Excellent written and verbal communication skills for policy and public sector audiences, including producing briefings, thought leadership and consultation responses, and presenting at events or webinars. 4. Proven ability to develop and manage effective relationships with a wide range of stakeholders to achieve policy and influencing objectives. 5. Experience managing engagement channels such as stakeholder forums, events, roundtables and structured interviews.
Desirable
1. Knowledge of the issues impacting ICBs, and relevant strategic commissioning, population health and system-level policy. 2. Experience of working with commercial partners. 3. Line management experience
