Job summary

The Health Services Safety Investigations Body (HSSIB) is established under the Health and Care Act 2022 and has been operating since October 2023. HSSIB is a fully independent arm's length body with a powerful mission to investigate patient safety concerns in a way that drives learning, not blame. Its work is unique in healthcare, combining the rigour of safety-critical industries with a compassionate, systems-based approach that helps shape safer care across the NHS and beyond. HSSIB aims to improve patient safety across the healthcare sector by carrying out expert investigations to determine the causes of accidents and serious incidents, and makes safety recommendations intended to prevent recurrence and to improve safety across the healthcare system.HSSIB is looking for a Digital Programme Design Manager to lead the design and delivery of high-impact digital learning that builds investigation capability across the system. This is a opportunity to combine creativity, instructional design and innovation , helping to improve patient safety through better learning, systems and practice.The postholder will shape digital learning that builds investigation excellence across healthcare. You'll turn complex topics such as investigation methodology, human factors and systems thinking into engaging, accessible digital content. You'll create e-learning, learning resources, optimise digital platforms, and use insight and data to keep improving the learner experience.

Main duties of the job

The core functions of the Digital Programme Design Manager are to:? Lead the design and development of digital learning resources that build investigation capability across the healthcare system.? Translate complex investigation methodologies, human factors principles, and systems thinking into accessible, high-quality e-learning content, interactive tools, and practical guidance materials.? Apply adult learning theory and instructional design principles to ensure digital content is engaging, effective, and grounded in how healthcare professionals learn in practice.? Manage and optimise the digital platforms to maximise reach and accessibility for diverse healthcare audiences.? Work closely with the Deputy Director of System Partnership and Programme Design and Safety Investigators (Trainers) and Senior Safety Investigators (Trainers) to ensure digital resources reflect best practice investigation methodology and are fit for purpose across sector-specific contexts.? Gather and analyse learner data and feedback to drive continuous improvement of the digital offer, and incorporate learning and engagement insights to inform the design of targeted support.

Job description Job responsibilities

Lead the design, development, and publication of accessible online learning modules and e-learning content that translate investigation methodology, human factors, and systems thinking into engaging digital formats. Create quick-reference tools, templates, job aids, and practical guidance materials that support investigators and healthcare staff across the system. Develop compelling digital case studies and accessible learning resources from investigation findings in collaboration with Safety Investigators and Skills Tutors. Design and develop high-quality e-learning content, interactive modules, and practical digital resources, applying instructional design principles and adult learning theory to ensure content is engaging and effective for healthcare audiences. Manage and optimise digital platforms, including course architecture, content uploads, enrolment management, accessibility settings, and learner reporting to ensure a seamless learner experience. Evaluate and develop the digital platform offer, identifying and implementing tools and technologies that improve reach, accessibility, and learner experience. Work with the Deputy Director of System Partnership and Programme Design to ensure the digital learning portfolio aligns with the national learning strategy and addresses identified capability gaps. Adapt digital content and learning approaches to reflect sector-specific contexts, ensuring resources are relevant and usable across different healthcare settings. Gather and analyse learner data, platform analytics, and feedback to evaluate impact and inform continuous improvement of digital resources. Regularly evaluate, audit, and refresh the digital learning offer to ensure content remains accurate, effective, and responsive to learner feedback, audit findings, and developments in investigation practice. Ensure all digital content meets accessibility standards and is inclusive for diverse learner groups. Work closely with the Digital Communications Manager to ensure digital learning resources are effectively promoted and disseminated across appropriate channels, maximising reach and engagement with target audiences. Support the coordination of webinars and virtual learning events, including technical set-up, facilitation support, and post-event resource publication. Maintain up-to-date knowledge of developments in digital learning design, instructional technology, and e-learning best practice. Ensure patient and family perspectives are incorporated into digital learning design, working with colleagues to represent their experiences appropriately in content. Produce high-quality performance reports, evaluation papers, and programme proposals that communicate the impact of the digital learning offer and inform strategic decision-making by senior leaders.

Person Specification

Knowledge and Experience Essential

Proven experience in programme design, including scoping, structuring, and developing learning programmes that meet identified capability needs and reflect best practice in instructional design. Proven experience of using AI for innovation and development for organisational efficiency. Experience creating practical tools, templates, and job aids for professional audiences. Experience evaluating the impact of digital learning programmes.

Skills/Abilities Essential

Knowledge of public sector accessibility standards such as WCAG 2.2 Ability to identify risks, anticipate issues, and create solutions in relation to digital learning programme delivery.
