Job summary

We are keen to find a confident and experienced PART TIME Finance Manager to support the Partners and Management team, working typically over 3-4 days per week. This is a new role to replace our Business Manager who leaves on retirement and a full guided handover is planned for the right candidate.

The Pendle Medical Partnership is a well-established, forward-thinking GP practice with a combined list size of over 15,250 patients across two sites. Rated "Good" by CQC, we are an active member of our local Primary Care Network and proud to be a training and proven research practice supporting the next generation of healthcare professionals.

Job Summary

An ideal candidate would expect to be experienced, commercially savvy and prudent for this part-time Finance Manager role, to join our supportive team. The postholder will play a key role in supporting the practice manager, management team and partners to maintain strong financial controls and ensure the long-term sustainability of the practice. This is a vital hands on exciting role for the right candidate to progress and develop.

* Please note, whilst some knowledge and experience of Primary Care finance is desirable, this is not essential for the right candidate able to demonstrate skill sets effectively.

Main duties of the job

Main Duties and Responsibilities

Lead on all aspects of practice finances, including budgeting, forecasting, and cash flow management

Manage and monitor income streams, including GMS & PMS contracts, QOF, enhanced services, and local incentive schemes

Produce accurate monthly financial reports and present findings to partners

Monitor expenditure and identify opportunities for efficiency and cost control

Oversee payroll using IRIS GP Payroll, including NHS pension submissions and reconciliations

Liaise with external accountants on year-end accounts, tax, and financial compliance

Support financial planning and decision-making across both practice sites

Ensure compliance with NHS financial regulations and reporting requirements

Drawing on experience, In summary covering all aspects of the financial and commercial business aspects of the practice.

We are a large modern training practice, working from two sites in a beautiful part of the country. We are members of a Pendle East PCN, comprising 5 GP practices and a rapidly expanding range of additional roles.

We have twice been awarded RCGP Quality Practice Award and we strive to maintain high standards in everything that we do. Our team comprises 3 partners and 11 Salaried GPs, a Practice Manager and extensive back office support. 2 PA's and a large nursing team led by a lead nurse. The clinical team are actively engaged in all aspects of clinical, teaching and research developments. The practice has a superb key strength in its supporting admin and strong management team, with years of experience, who proactively deliver great, consistent back office success. the post holder would be building on this support.

Job purposeTo provide financial management support to the practice, ensuring accurate records, timely reporting, and effective financial control. The post holder will support the Practice Manager and Partners with budgeting, forecasting, payroll oversight, and financial decision-making.

Main duties and responsibilitiesPrepare monthly management accounts and supporting reports.

Monitor income, expenditure, and cash flow.

Produce budget reports and forecast future financial performance.

Oversee purchase ledger, supplier payments, and reconciliations.

Support payroll processing and liaise with external payroll providers.

Check pension, tax, and other statutory submissions where relevant.

Reconcile bank accounts and maintain financial controls.

Support year-end accounts preparation and work with external accountants.

Monitor practice income streams, including enhanced services and contract income.

Identify risks, variances, and savings opportunities.

Support procurement, value for money, and business planning.

Ensure financial procedures are followed and kept up to date.

Assist with audits, returns, and ad hoc financial projects.

CommunicationThe post holder will need to explain financial information clearly to colleagues who may not have a finance background. They will be expected to provide written and verbal updates that are accurate, concise, and easy to understand.

Responsibility for informationThe post holder will handle confidential financial and staff information and must maintain strict confidentiality at all times.

Policy and service developmentThe post holder will contribute to the review and improvement of financial systems, policies, and working practices within the practice.

Person Specification

Qualifications Essential

HNC/AAT business and or finance qualification or higher Degree, diploma or High NVQ level education expected English Maths Economic or similar supporting such role. Previous experience in a finance manager, accounts manager, or similar role. Strong understanding of bookkeeping, management accounts, budgets, and cash flow. Good Excel and financial reporting skills. Ability to work independently and manage priorities. Strong communication skills and ability to explain financial information clearly. High level of accuracy, confidentiality, and integrity.

Desirable

Minimum NVQ 4 or above. QBO online and Iris GP Payroll ideal Experience working in a GP practice, NHS setting, or primary care environment. Knowledge of EMIS (or SystmOne) Sage, Xero, or similar systems. Understanding of GP contract income, NHS payments, and payroll processes. My Eypay and Microsoft Teams. AAT, CIMA, ACCA, or equivalent qualification, or qualified by experience. YOU WILL BE ASKED TO Evidence this during Interview stages

Experience Essential

Essential Previous experience in a finance manager, accounts manager, or similar role. Strong understanding of bookkeeping, management accounts, budgets, and cash flow. Good Excel and financial reporting skills. Ability to work independently and manage priorities. Strong communication skills and ability to explain financial information clearly. High level of accuracy, confidentiality, and integrity.
