Job summary
The Senior Project Manager shall be actively responsible for establishing, maintaining and the management of effective engagement with a range of internal and external stakeholders and specifically maintaining effective communications and relationships with Clinical teams (including those directly and indirectly affected by the Securing the Future Programme) and other senior leaders across the organisation. This will be to support the implementation of effective and timely design management processes, the establishment of new business practices and in supporting the transitioning to new facilities.
The Senior Project Manager must be able to maintain working relationships with all disciplines of staff across the Trust. Problem solving, facilitation, negotiation and excellent written and oral communication skills are essential. The Senior Project Manager will be a resilient, self-motivated, innovative, team worker with a strong commitment to delivering and improving process efficiency and healthcare.
Main duties of the job
The general responsibilities of the postholder will be:
1. Manage complex projects, sub-projects and workstreams ranging from below £100k to over £30m, ensuring delivery on time, within budget and to agreed quality standards.2. Develop, maintain and manage PIDs under StF Programme governance, ensuring clear objectives, responsibilities, deliverables, quality standards and alignment with approved business cases.3. Prepare and maintain realistic plans for projects, workstreams, systems and change processes, monitoring progress and taking corrective action where required.4. Support the Trust's strategic development of the Securing the Future Programme and contribute to joint planning for its implementation.5. Work with the StF Programme team to plan, develop and deliver the Programme, including transition to new healthcare facilities.6. Lead and support team-focused projects, activities, workshops, meetings and groups to achieve targets, milestones and effective engagement.

Key Responsibilities
The general responsibilities of the postholder will be:
1. Manage (in full/or part) simultaneous large and/or complex projects, sub-projects and workstream activities (ranging from below £100k up to and beyond £30m), ensuring that they are delivered on time, within budget, to the required quality and within defined methodologies and processes.2. In accordance with the StF Programme and robust governance arrangements, develop and maintain PIDs (Project Initiation Documents) for projects with clear objectives, responsibilities, deliverables and quality standards. Ensure that each PID is consistent with the investment objectives and business case.3. Prepare realistic and achievable plans to manage and implement projects, sub-projects, workstream activities, new business systems and change processes, and continually monitor progress and take remedial action to address matters of concern.4. Contribute to the Trusts strategic development relating the Securing the Future Programme and participate in joint planning to implement strategy.5. To work with StF Programme team to support the planning, development implementation of the StF Programme and ultimately the transition to the new healthcare facilities.6. Support and lead the delivery of team focussed projects and activities in accordance with targets and to meet key milestone plans.7. Facilitate and lead workshops, meetings and chair groups to ensure active and effective engagement and involvement in the planning and delivery of the Securing the Future Programme.8. Take ownership for co-ordinating and managing all design inputs supporting all staff to have had an opportunity to input into the Securing the Future Programme i.e. managing the input into design review processes; co-ordinating and arranging meetings, across the Securing the Future Programme.9. Provide dedicated team support to the planning, management and delivery of the moves and decant process and all elements that this shall entail to include: development of plans and risk registers; staff and patient engagement; supporting the co-ordination of moves; day-to-day co-ordination with staff; co-ordinating staff training and building familiarisation programmes; etc.10. Support the team in the development of plans associated with the Securing the Future Programme to include: change management; decant; transition planning; etc.11. Actively promote and champion the Securing the Future design principles.12. Manage programmes of work which typically consist of a number of related projects and critical inter-dependent activities.13. Report to Project/Programme Boards (which may also include Committees of the Trust Board, the Trust Board, and/or external Committees and groups), and co-ordinate the management of projects on their behalf under the direction of the Programme Director.14. Develop and support the processes to secure approval of OBCs (Outline Business Cases) and FBCs (Full Business Cases) to deliver investment objectives. In particular, lead and support the preparation of robust option appraisals that consider various solutions and specifically cost, benefits and risks.15. Develop and lead the implementation of robust engagement processes to support effective communication and management of internal and external stakeholders working closely with resources across the Programme Team and wider Trust.16. As necessary, support the planning, co-ordination and procurement of external specialist advisers to support the delivery of projects including the preparation of robust scopes of service and contract requirements.17. Support and where appropriate, lead contract negotiations and manage all aspects of project related procurement.18. Oversee the development of policy and procedures to support change.19. Identify and manage risks using a recognised methodology, and proactively minimise these risks, escalating when needed.20. Manage the resolution of all significant project issues. Communicate and report all routine and complex issues arising from the programme/projects to a wide range of internal and external staff.21. Lead organisational change associated with the programme/projects.22. Have direct responsibility for project budgets and human resources.23. Manage capital budgets for project related investments (can be several £million), ensuring that projects stay within budget, and that spending, and deliverables continue to remain aligned with investment objectives and the delivery of stated benefits.24. Manage revenue budgets as required - particularly those from which the business case requires cash-releasing benefits.25. Assume responsibility for the effective day-to-day management, support and development of project staff as directed by the Programme Director.26. Manage the performance of external suppliers related to the programme and their delivery of the agreed contract.27. Manage the delivery programme of works with the agreed time frame.28. Ensure that budgets, costs and other project constraints are not exceeded.29. Plan and deliver pilot projects, as may be necessary, to support the effective delivery of the programme.30. Lead and provide effective support to the completion of formal reviews of the Programme implementation.31. Work across the programme with the StF Programme Director to develop and implement strategic plans.32. Positively promote the Securing the Future Programme.33. Actively support alignment between key elements of planning including cost, staffing, efficiency, equipment, risk, planning and benefits.34. Contribute to other organisational-wide Projects as may be required from time-to-time.35. Support the Programme Director in the management of budgets and assume responsibility budgets as may be necessary.36. Attend events outside of normal hours as may be required from time-to-time which may also require travel.37. Perform other duties in accordance with the remit of the post as may be directed from time to time by the Programme Director or organisation
Person Specification
Qualifications Essential
A Master's degree or equivalent experience is required to demonstrate advanced academic or professional capability. A recognised Project or Programme Management qualification such as APM or MSP, or equivalent experience, is required.
Desirable
Evidence of continued professional development may be advantageous in demonstrating ongoing learning and growth.
Knowledge Essential
A sound knowledge of the NHS Constitution and "Understanding the New NHS" is required to support effective working within the system An understanding of national guidance relating to the New Hospital Programme and H2.0 is required to support programme delivery.
Desirable
Knowledge and understanding of Foundation Trust status is considered advantageous. Broader awareness of NHS organisational structures would support effective engagement with stakeholders
Experience Essential
Experience of leading and managing complex projects or programmes within large organisations is required. Proven change programme experience of and managing multiple workstreams in a structured environment is required.
Desirable
Experience of projects spanning multiple organisations is considered beneficial. Experience of working within an acute Trust and contributing to strategic development is advantageous.
