Since 2012 the Mercy Corps Syria program provides emergency, life-saving programming to displaced and besieged populations across the country through three operational hubs. Mercy Corps' continues to position itself as the implementing partner of choice for Emergency relief programming, Water, Sanitation & Hygiene, Shelter and Livelihood programming. Furthermore, Mercy Corps operates with a wide network of local implementing partners to advise, support, and coach targeted Syrian civil society organizations to better and more efficiently serve conflict-affected communities.
The Procurement Department is committed to implementing and maintaining the highest standards of efficiency and integrity in the purchase of goods and services. The overriding objective for all Mercy Corps procurement activity is the prompt and effective provision of materials and services to Mercy Corps' beneficiary populations in compliance with donor specifications.
The Position (General Position Summary)
The Procurement Coordinator, acting as the Head of Procurement for Mercy Corps Syria, is responsible for overseeing and ensuring full compliance of procurement systems and internal controls across all operational hubs in Syria.
Based in Damascus with 30% travel to different locations inside Syria, the role provides strategic and operational procurement leadership, supporting procurement planning, tender facilitation, vendor management, and process verification across all Syria locations.
The position works closely with Operations focal points in each hub, as well as Program, Finance, Administration, Security, and Logistics teams, ensuring procurement processes are standardized, transparent, timely, and aligned with Mercy Corps and donor regulations.
Essential Responsibilities
Procurement Oversight and Compliance
• Have a clear understanding of Mercy Corps procurement policies and advise management and program teams on required practices and procedures.
• Supervise and ensure procurement compliance and internal controls across all Syria hubs.
• Verify procurement processes implemented by Operations focal points in different locations, ensuring consistency with Mercy Corps standards.
• Ensure procurement ceilings, segregation of duties, and approval procedures are utilized appropriately.
Tender Management and High-Value Procurement Leadership
• Lead and facilitate all standard and high-value tenders for Mercy Corps Syria, including Damascus and all field hubs.
• Apply all tendering steps and ensure full adherence to competitive procurement procedures.
• Coordinate tender processes through the official procurement tender mailbox, ensuring transparency and proper documentation.
• Support design, review, and finalization of tender documents (including English-Arabic translation when required).
• Ensure tender advertisement, bid opening, evaluation, and award processes are conducted properly.
Procurement Coordination Across Syria Hubs
• Provide direct procurement support and technical guidance to procurement staff and Operations teams across all Syria hubs.
• Coordinate remotely with procurement teams and Operations focal points to collect RFQs and vendor offers.
• Support procurement planning meetings with Programs and Operations across Syria.
• Identify gaps in procurement systems and suggest improvements to enhance efficiency and compliance.
Vendor Registration and Market Management
• Responsible for vendor sourcing, registration, and maintenance of an updated vendor database for Syria.
• Conduct market surveys and maintain strong knowledge of local markets across all operational areas.
• Collect offers from potential vendors for all operational and program requirements.
• Ensure procurement activities remain legal, ethical, and aligned with Mercy Corps vendor management standards.
Coordination with Other Departments
• Work closely with Finance to ensure vendor payments are processed on time and without unnecessary strain on Mercy Corps financial systems.
• Coordinate with Logistics, Warehouse, and Transport staff to ensure timely delivery of goods and services.
• Collaborate with Program teams to ensure procurement supports timely implementation of activities.
• Coordinate with Security and Administration teams to ensure procurement processes align with operational access and risk management requirements.
File Management and Documentation
• Ensure procurement electronic and hardcopy files are maintained in an orderly and up-to-date system as per Mercy Corps standards.
• Maintain accountability and audit readiness across all Syria procurement actions.
Staff Training and Capacity Building
• Responsible for staff training, procurement capacity-building, and continuous mentoring across Syria hubs.
• Lead procurement orientation for new staff and provide ongoing refresher training on Mercy Corps procurement policies and donor compliance.
• Supervise, orient, and support procurement team members as necessary.
Other Duties
• Conduct him/herself professionally and personally in a manner that brings credit to Mercy Corps and does not jeopardize its humanitarian mission.
• Perform other duties as assigned.
Supervisory Responsibility
No Direct Supervisory role, but dotted line to all operations focal points in Procurement related activities
Accountability
Reports Directly To: MCO Senior Operations Manager
Works Directly With: Operations Team, Finance and Program staff
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. Minimum Qualification & Transferable Skills
• University degree in Business Management, Supply Chain, or related field preferred.
• 5-7 years of progressive procurement experience, preferably in humanitarian or complex environments.
• Experience managing procurement across multiple locations/hubs is highly desirable.
• Strong knowledge of donor compliance and procurement ethics.
• Excellent Arabic and English communication skills.
• Strong computer skills (MS Office 365, Excel).
• Experience with ERP/procurement systems is an asset.
• Demonstrated ability to multitask and ensure timely support to program implementation.

Living Conditions / Environmental Conditions
The position is based in Damascus and it requires up to 30% travel to support country programs, which may include travel to insecure locations where freedom of movement is limited and areas where amenities are limited. Housing for this role is shared housing or hotels based on availability in each area and staff will have access to good medical services and the living situation is of a high standard.
