General Position Summary

The Cash Officer is responsible for the day‑to‑day implementation of cash programming activities. The Cash Officer reports directly to the Project Manager and will be based in Kandahar province.

Essential Job Responsibilities

• Support the Project Manager in daily project implementation and administrative tasks, including logistics and procurement.

• Apply technical knowledge and skills to implement and/or assist in community delivery of cash-based programs;

• Promptly identify and recommend solutions to cash based technical issues

• Contribute to all field work, including identifying beneficiaries, participating in distributions, monitoring and supporting beneficiaries during the distribution periods.

• Conduct monitoring and data collection as directed by the Project Manager, assisting with specific surveys or assessments as needed.

• Work with the Project Manager to ensure program implementation is on time, target and budget, using effective M&E systems to reach the desired impact.

• Contribute to effective program reporting, monitoring and evaluation systems for both internal and external use in coordination with the program staff. This includes interviewing beneficiaries for communications materials and case studies.

• Contribute to providing the Project Manager with up-to-date information on the affected and targeted community and coordinates beneficiary lists and numbers with different stakeholders.

• Raise procurement requisition as per procurement and spending plans.

• Develop weekly work plans as per the overall implementation plans.

• Daily and weekly Reporting of project activities as well as distribution reporting.

• Ensure that program implementation is responsive to communities and partners and consistent with Mercy Corps' relevant program guidelines, principles, values, quality standards and strategic plan.

• Integrate community approaches, gender sensitivity and capacity building into all activities as appropriate.

• Vehicle movement planning according to weekly work plans and acting as head of mission on field trips.

• Fulfill Mercy Corps' Program Management Minimum Standards based on the organization-wide guide.

• Ensure all interventions adhere to Mercy Corps' Gender Policy, Do No Harm principles, and beneficiary accountability standards. In addition to ensuring protection mainstreaming in implementation of Cash program activities

• Managing the program team on a day-to-day basis and creating a positive atmosphere for professional growth.

• Develop the capacity of the team, deepen understanding of their roles and assist with career development.

• Assist team members with information, tools and resources to improve performance & reach objectives.

• Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on one and performance reviews.

• Create and sustain a work environment of mutual respect where team members strive to achieve excellence.

• Hire, orient and lead team members as necessary.

• Supervise the cash assistants.

• Perform any other duty assigned by the supervisor.
