Consultant Responsibilities Health Systems Insight is seeking a consultant for an upcoming opportunity in Djibouti. The Consultant will be responsible for leading a health financing landscaping report and supporting National Level planning efforts in Djibouti. This is a part-time consultancy, with a requirement for fluency in English and a preference for candidates based in Djibouti.
What You'll Do:
• Lead development and stakeholder validation of health financing landscaping report, including desk reviews and key informant interviews, based on a template and structure shared by HSI.
• Conduct a desk review of relevant documents on Djibouti’s health financing system, challenges, and policy developments, drawing from documents published by the Government of Djibouti, WHO, World Bank, the IMF, and others.
• Engage stakeholders in government, private sector, and civil society and facilitate a series of key informant interviews (KII).
• Develop a stakeholder map of relevant parties.
• Lead drafting of the landscaping report, structured according to the four pillars of the ALM framework.
• Support dissemination of the report to key stakeholders, including through a PowerPoint slide deck summarizing key findings from the report.
• Provide technical assistance to IGAD and the Ministry of Health in support of moving the country’s National Health Financing dialogue forward.
Requirements
• BA/BS and 10+ years of experience or graduate degree and 8+ years of experience. Degrees in health financing, economics, health economics, public health, or other related degrees preferred.
• Substantive, relevant work experience in health systems with a development agency, NGO or government. Adept at communicating technical information to non-technical audiences.
• Previous experience and proven track record in providing technical advice to high-level stakeholders on health financing topics.
• Expertise on research and assessment design related to health financing.
• A strong understanding of the current health financing landscape in Djibouti.
• Demonstrated experience designing and delivering capacity building related to health financing.
• Demonstrated ability to engage effectively with external strategic partners, donors, and stakeholders.
• Outstanding cross-cultural communication skills, including the ability to relate respectfully with staff at all levels, ages, genders, nationalities and orientations as well as across work areas.
