Halifax Regional Municipality is inviting applications for the full time, permanent position of Senior Civic Events Coordinator (SCEC) in the Regional Recreation Services division of Parks & Recreation. The Senior Civic Events Coordinator is responsible for the visioning, planning, promotion, implementation and evaluation of a wide variety of special events and projects, both internal and external. In addition to both direct programming and facilitation, the Senior Civic Events Coordinator chairs an interdepartmental, multi-disciplinary Halifax Regional Municipality Special Events Task Force. DUTIES AND RESPONSIBILITIES Visioning. Establishes a long-range plan for festivals and events in the HRM, focusing on Council and senior leadership’s corporate priorities. Identifies new opportunities for civic events and festivals through research, consultation, evaluation and experience. Partners with community groups to further the establishment of new or modified events for the HRM. Event Facilitation. Facilitates the development of civic events and festivals which promote the HRM to visitors and residents including ongoing evaluation of current programs. Establishes partnerships with external groups in order to make the most effective use of HRM event contributions. Develops strong relationships with community groups in order to maintain a high level of communication, to effectively manage logistics and to create an ongoing presence within the community. Event Implementation. Effective co-ordination, planning, implementation and evaluation of civic events which are deemed the sole responsibility of the HRM. Works directly with the Mayor's Office, Councillors, and Committees of Council to organize and implement certain events. Actively seeks and secures corporate sponsorships of approximately $100,000 per year. Develops strong relationships with internal groups in order to maintain a high level of communication, to effectively manage logistics and to create an ongoing presence within the corporation. Task Force. Co-chairs the Special Events Task Force and ensures municipal departmental representatives understand their event roles and responsibilities. Assesses the physical and financial risk of events and manages the liabilities for the corporation. Assists event organizers to find solutions to their event issues. Responsible for management of the Events budget as well as annual budget preparation including forecasting, analysis, cost recovery and revenue. Prepares council reports on event related issues. Determines human resources required to carry out work; hires, supervises and delegates responsibilities and appropriate authority to his/her staff. Recommends structural and organizational changes when necessary. Directs activities of staff and co-ordinates with other groups and departments. Other related duties as assigned. QUALIFICATIONS Education and Experience Undergraduate Degree from an accredited university in Public Relations, Recreation, Fine Arts, or related discipline. Diploma in Event Management, Music Arts, Music Business, Music Production/Engineering. Three years' experience in event management. Familiarity with logistical management would be considered an asset. Equivalent combination of education, training and experience would be considered. Technical / Job Specific Knowledge and Abilities Thorough demonstrated knowledge of event planning, including risk management. Demonstrated knowledge of municipal government and the services provided. Knowledge of community development principles and models/approaches. Understanding of the entertainment and production business would be considered an asset.
