Job SummaryThis position is for a SAFETY AND OCCUPATIONAL HEALTH SPECIALIST, PD# D2940000/D2939000, part of the Nevada Army National Guard. The primary purpose of this position is to serve as a Safety and Occupational Health Specialist in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

GENERAL EXPERIENCE: Must possess the ability to analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. SPECIALIZED EXPERIENCE: GS-09 1 year equivalent to at least next lower grade level (see above) experience, education, or training performing periodic onsite surveys, to determine compliance with applicable occupational safety standards. Prepared or revised safety instructions and guides. Advised personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps. Investigated mishaps, obtained statements from witnesses, and photographed mishap scenes. Recorded circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage. GS-11 - 1 year equivalent to at least next lower grade level experience, education, or training performing periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.
Major DutiesServes as the State, Territory, District of Columbia Safety and Occupational Health Specialist in the maintenance of a comprehensive ground and explosives, safety program for the State. Provides quality actions for the sustainment of State ARNG Safety and Occupational Health Management Systems (ASOHMS) within the broad framework of statutory public law, DOD, Army, and National Guard policy, goals, and objectives. Implements plans, methods, and processes to improve safety in the workplace and off-duty environments. Reduces preventable mishaps in the preservation of ARNG personnel, equipment, facilities, and resources. The SOH Specialist executes developmental functions of a complex SO&EH program for a broad occupational field involving a wide variety of changing, high risk operations, environmental conditions, and hazardous materials. Provides reviews and updates the State SOH Plans and Standard Operating Procedures. Provides functional area technical assistance to the following areas: SOH installation inspections and evaluations, Workplace Operations, Hazard communication programs, Industrial operations (lockout/tagout, confined space, fall protection), Emergency planning and response, Safety Training and Education of SOH programs consisting of training needs assessments of subordinate organizations mission and operational needs. Community, Off-Duty Recreation, and Seasonal Safety, Public, family, child, and youth safety, Tactical Operations, Tactical safety, Force mobilization, Transportation Safety, Motor vehicle mishap prevention, Maritime activities, Safe cargo operations, Explosives Safety, Range Safety Operations, Electrical Safety, Fire and Emergency Services Safety, and Contract Safety. Receives direction and guidance from the supervisor or safety and occupational health manager for continuing or individual assignments, limitations, quality and quantity expected, deadlines, and priority of work. Assignments cover a wide range of work operations and environmental conditions involving a substantial number and diversity of hazards; or a wide variety of independent and continuing assignments in a specialized area of safety and occupational health that have exacting technical requirements. The assigned duty is planned and performed within a framework of applicable instructions, policies, formal and on the job training experiences and accepted safety and occupational health practices. Additional, special instructions for new, difficult or unusual assignments including new techniques to eliminate or control particular hazards are provided. Performs inspections of daily operations and workplaces requiring a degree of physical exertion and considerable standing, walking, climbing, bending, crouching, stretching, lifting of moderately heavy objects, reaching or similar movements. Conducts safety and occupational health surveys of offices, storage areas, and industrial areas to determine compliance with applicable occupational safety standards. The use of Personal Protective Equipment and clothing may be needed to conduct surveys involving recurrent exposure to hazards and discomforts, moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures. Identifies hazards and evaluates initial risk potential for harm to employees, the general public, damage to equipment and resources, and provides technical assistance to managers, supervisors and employees necessary to achieve safe and healthy working conditions. The work typically requires interpretation of a variety of occupational circumstances to. Performs or participates in mishap investigations involving Army personnel, equipment, property, or operations. Utilizes the Army Safety Information Management System (ASMIS) to upload mishap reports. Interviews witnesses and supervisors to gather factual data. Identifies elements contributing to human and machine failure which may lead to injury or property damage. Assesses and analyzes findings and prepares reports including recommendations to reduce, eliminate, or control the hazards and minimize the potential of recurrence. Prepares a final report of findings with recommendations to correct the unsafe acts or conditions which caused the injury or property damage, ensures on the spot correction. Measures trends and conducts analysis for meeting strategic objectives. Advises managers, supervisors, and employees of appropriate safety and occupational health measures to control or eliminate hazardous operating processes or environmental conditions. Provides technical advice on special problems related to industrial operations, handling, storage, and disposal of chemicals, personal protective equipment, and confined space entry. Reviews item specifications prior to purchase. Participates in pre-award meetings and recommends necessary changes to meet safety requirements. Performs other duties as assigned.RequirementsMILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. In compliance with Title 32 United States Code, the compatible military skill set is determined by the applicable service manpower requirements. Upon selection, individuals are assigned to the authorized position and its compatible military skill in accordance with Army skill classification directives, statutes, and National Guard Bureau regulations. The Dual Status technician must obtain and maintain all military skill requirements in regard to training, education, certifications, experience.
