Job SummaryThe Deputy Executive Associate Director (EAD) for ICE's Management and Administration (M&A) directorate is a key member of M&A's top leadership team and shares in all phases of the organization's program responsibilities. The incumbent provides oversight and coordination of all administrative and managerial components of ICE, including information technology infrastructure, human capital programs, acquisition and procurement activities, workforce training, information governance, and privacy.

TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the TQs. TQ 1: Expert knowledge of management and organizational principles and practices across a variety of complex business management programs, including asset management, human capital, information technology, contracts, procurement, and acquisition. TQ 2: Demonstrated leadership in multi-year and strategic planning, process re-engineering, organizational streamlining, program evaluation, and performance management to improve service outcomes, as well as experience in developing organizational policy in collaboration with stakeholders. TQ 3: Significant experience advising senior leadership on resource utilization and representing senior leadership in meetings with governance and administrative oversight bodies, such as audit committees or state, local, or federal oversight agencies. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the TQs listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in a U.S. Office of Personnel Management (OPM)-approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50 or certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Major DutiesAs the Deputy Executive Associate Director for Management and Administration (M&A) at U.S. Immigration and Customs Enforcement (ICE), you will be responsible for providing coordination of all administrative and managerial lines of business and components, through executive-level leadership, to strategically address the administrative challenges faced in today's law enforcement environment while keeping pace with the dynamic growth and future of the agency. You will assist the Executive Associate Director in ensuring that M&A provides a robust, integrated information technology infrastructure; a dynamic human capital program that includes aggressive recruitment efforts; sound and cost-effective financial management policies, standards, and systems; and establishes acquisition strategies and oversight of procurement activities and contracts. Additionally, you will ensure that M&A leads collaboration with internal and external stakeholders to provide timely responses to Freedom of Information Act (FOIA) requests, institute strong information governance and records management strategies and practices, develop and promulgate policy and agency regulations, and train and equip all personnel.
