Job SummaryThe Talent Manager at ICE Health Service Corps manages recruitment and hiring for PHS Commissioned Officers. Duties include creating announcements, candidate outreach, event management, data analysis, training, and policy development. Demonstrated ability to quickly learn and adapt to new systems and programs is highly valued. This position is only open to USPHS officers who are currently IHSC employees. USPHS Call to Active Duty (CAD) candidates are not eligible for this position.
QualificationsCOMPETENCIES: Knowledge of, and skill in applying, a wide range of methods, principles, and practices commonly used in the recruitment and placement process; and knowledge of the occupational design of positions within assigned organizations. Written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations. PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time (6-8 Hours). Performing repeated bending motion. Average manual dexterity for computer operation. Phone use for extended periods of time. Travel required (recruitment events, conferences and workshops)
Major DutiesDUTIES AND RESPONSIBILITIES: Complete IHSC human resources recruitment functions such as and not limited to the following: creating announcements, candidate examinations, selections for IHSC, recruitment reports, auditing and closing out announcements. Collaborating with administrative staff and hiring authorities in fulfilling their recruitment and staffing needs. Providing managers, employees, and job applicants with specific and directly applicable information on the organization's recruitment and placement procedures, practices, policies, and guidelines. Manage IHSC recruitment and retention processes which includes internal and external collaboration, coordination, recruitment event management, and developing and maintaining recruitment and retention procedures. Develop, deliver, manage, and maintain human resource information systems (e.g. staffing) and human resource projects or programs such as conducting recruitment & staffing data analysis, interpret data, and produce reports for dissemination to IHSC Leadership. Contacts potential candidates by phone and email, answers calls, web-based inquires, virtual chat group messaging etc., relating to employment with IHSC. Assist interested candidates with questions related to the application process, qualifications, current vacancies, and provide general information regarding benefits, pay, and leave schedules etc. Manage the positions allocated for PHS and Civil Service. Develop and conduct annual training to hiring authorities. Manage the IHSC recruitment strategy, policy, guide, and standard operating procedures. Outreach activities also include hosting and attending in person and virtual events, visits to job fairs, and events hosted by professional associations. Other duties as assigned.
