Job summary

Devon Partnership NHS Trust is seeking an exceptional finance leader to join our senior leadership team as Head of Financial - Operational. This is a pivotal role with overall responsibility and leadership for the day-to-day operations direction of the Trusts finance function, supporting the delivery of high-quality mental health, learning disability and neurodiversity services across Devon.

Reporting to the Associate Director of Financial Management, you will lead a large, motivated and skilled finance team, overseeing both management accounts and capital. You will ensure robust financial governance, high-quality business intelligence and timely, accurate reporting to support effective decision-making at all levels of the organisation.

You will play a key role in shaping and delivering the Trusts annual and longer-term financial plans, driving value for money, productivity and sustainability. While supporting clinical and operational leaders to achieve their objectives. This is an opportunity to influence and lead transformation of financial systems and processes, and make a real difference to the communities we serve.

Main duties of the job

Responsible for the provision of integrated financial performance and management accounting information incorporating income and expenditure, and capital.Responsible through the Management Accounts team for the production, analysis and interpretation of various financial returns.Responsibility for the delivery of the annual budget setting process.Take lead responsibility for the review of all existing corporate financial systems and the production and implementation of a strategic plan that will develop the provision of financial systems.Take lead responsibility for the collation of Trust wide Cash Releasing Efficiency savings and the provision for performance management information on these schemes.Managerially responsible for the day-to-day operation of the Capital Planning and Accounting function.Managerially responsible for the day-to-day operation of the Capital Planning and Accounting function.Ensure robust controls are in place for all aspect of the Trusts capital programme and that all capital expenditure and asset values are accurately reflected and reported at Trust and scheme level.Lead the development of the Trusts fine-year capital programme and annual capital budgets, taking account of capital and revenue affordability.Responsible for the calculation of the Trusts capital charges and Trusts fixed asset base.

Person Specification

Knowledge Essential

Full understanding of the principles of accounting. Specialist knowledge of, and ability to apply and advise others of professional accounting standards. Detailed knowledge of computerised accounting systems and spreadsheet packages. Expert knowledge of NHS targets and guidance in so far as they relate to performance and required activity.

Desirable

Good working knowledge of Agresso systems.

Planning and Organisational Skills Essential

Strong management and leadership skills. Ability to work on own initiative and as part of a team. Able to plan and organise other workloads.

Qualifications Essential

Degree (or equivalent). CCAB/CIMA Qualified (or equivalent) / post graduate diploma / masters, or equivalent knowledge or skill gained through experience professional qualification such as fully qualified accountant. Master Level Qualification on Business Management

Desirable

Significant experience as an NHS Accountant.

Experience Essential

Experience of working at a senior level within a large organisation. Knowledge and ability to apply and advise on financial regulations and procedures. Significant experience within NHS function and an understanding of the NHS regulations in relation to contracts.

Communication and Working Relationship Skills Essential

Excellent verbal and written communication skills. Ability to transfer knowledge to non-financial managers and managers of different professional backgrounds both internally and externally. Skills in partnership working across organisations Negotiation skills and ability to sensitively translate difficult messages.

Analytical and Judgemental Skills Essential

Excellent organisation skills and a logical approach to problem solving. Good analytical and decision making skills.

Physical Skills Essential

Able to work in office environment. Able to concentrate for long periods of time whilst dealing with interruptions and switch tasks quickly.
