QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions. GENERAL EXPERIENCE: Applicants must have at least 3 years of general experience, 1 year of which was equivalent to at least GS-4 or equivalent in other pay systems. General experience demonstrates the ability to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: 4-year course of study leading to a bachelor's degree NOTE: You must submit a copy of your transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table. NOTE: You must submit a copy of your transcripts. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the full range of federal, DoD, and AF regulations and business and trade practices, characteristics, equipment, and products related to the hospitality industry (food, beverage, and entertainment). 2. Knowledge of personnel procedures, rules and regulations in order to plan, organize, and direct a large and diverse workforce. 3. Able to communicate effectively, both orally and written. 4. Skill and ability in arranging and supervising events which involve protocol and decorum extended to high level commanders, guests, and dignitaries. 5. Knowledge and skill of financial management, especially budget preparation, financial analysis, inventory controls, and short and long term facility requirements. 6. Knowledge and skill to gather, analyze facts, diverse solutions, and identify changes and trends. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesExercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plans, organizes, and directs the activities of the club complex, ensuring that activities comply with legal and regulatory requirements and meet customer needs. Evaluates past financial performance, historical trends, and program requirements to prepare realistic short and long range operating budgets. Represents the installation club complex with a variety of installation and functional area organizations. Ensures proper military protocol and decorum are practiced during social activities and events.
